what is the desired impact of this proposed measure by the ‘Convention’ for the climate ?

This proposal, which is one of the 149 submitted by this group of citizens to the government Sunday, triggered strong reactions. Already raised during the Grenelle de l’environnement in 2007, it could allow to reduce by 20% the emissions of greenhouse gas emissions on the routes to the exits.

This is probably the most clivante of the 149 adopted by the ‘Convention’ for the climate, this group of French drawn at random to propose strong measures against the global warming. The proposal to reduce the speed to 110 km/h on motorways causes, since its revelation Thursday, June 18, strong reactions. Within the Convention first, as it has been adopted at 60% of the vote, when most of the measures had scores in excess of 90%. Outside then : the association 40 million motorists immediately put online a petition and claims it is already 200, 000 signatures.

The proposal, which is part of a package of measures to reduce travel by private car, weighing 16% of the emissions of greenhouse gas (GHG) emissions in France, however, is not new. As of 2007, the Grenelle of the environment, convened by ex-president Nicolas Sarkozy was bent on the measure, without holding them back. In their final report, the members of the Convention explained that it would “to reduce by 20% the GHG emissions in average about transports”, to save fuel and to reduce the mortality and injury on the roads. “In return, a longer travel time is required : between four and eight minutes per hour”they write.

The conventionnaires, aware that this measure is “relatively complex to implement from the point of view of ‘acceptability'”recall that “the maximum permitted speed is below 130 km/h in many countries : 113 km/h in Britain, 110 km/h in Brazil and in Sweden, 100 km/h during the day since march, 2020 in the netherlands”. This measure, however, has a non-negligible cost. En march, 2018, the Commissioner-general for sustainable development was estimated the balance sheet of socio-economic loss of 550 million eurosmainly due to the time lost.

To the association France Nature Environment, the gain in terms of emissions, in contrast, is “quite good for the environment”. “The more one goes fast, the more we will consume the energy fossible, and the more we emit emissions of pollutants”reminds franceinfo Geneviève Laferrère, network, Transport and sustainable mobilities, of the association. It also points to portions of highways are 110 km/h, as this is the maximum speed limit for young drivers (A) and that “no one made it to 130 km/h average”. On Europe 1Olivier Blond, of the association, Breathes, believes, conversely, that “if it shines too much of the world, it is counter-productive”.

In the corridors of the Convention, the weekend of 20 and 21 June, the reactions to this measure have been well-publicised. “Our measures are not there to please, but to have a real impact. These are not measures taken on a whim”, was reminded of Eloise, a high school student of 17 years. A figure, which appears in the introduction to the final report, guided this study : by 2018, the carbon footprint of a French was by an average of 11 tons per year. It would have to be reduced to around two tonnes to comply with the Paris agreements and to limit the dangers of global warming. A reduction which involves mathematically drastic changes in our way of life. During the discussion, another citizen, Hubert, summed up his sentiment : “The measures, these are only technical elements to address the problem. The real question to ask to the French, it is ‘Is what you want to do the efforts to combat global warming ?'”
