JAKARTA, KOMPAS.com – Asep Subahan, head of Grogol Selatan village, Kebayoran Lama, South Jakarta which has been deactivated, is alleged to have provided direct services to Djoko Tjandra, a fugitive from the Attorney General’s Office, when making KTP electronic.
Asep is now deactivated from his position for further investigation regarding the case. He was considered to have violated discipline as a state civil apparatus (ASN) for publishing an electronic EKTP for Djoko.
“The new focus is because they are the regional authorities and those who are suspected of providing direct services to the si Djoko Tjandra, “said DKI Jakarta Regional Personnel Agency (BKD) Chaidir, when contacted on Saturday (07/11/2020).
According to Chaidir, there were no village officials examined yet besides Asep. This is likely to develop with examination.
“Not yet, it will develop later. That was first because the target was the first who received the headman,” he said.
Asep underwent an examination conducted by the Inspectorate and Kebayoran Lama Sub-District Head.
During the inspection, Asep’s position will be temporarily replaced by the Kebayoran Lama sub-district as PLH Lurah Grogol Selatan.
Asep was deactivated from his position as lurah since last Thursday.
Asep was previously reported to have given special treatment to Djoko Tjandra in managing Electronic ID card in that region. However, Asep has denied the news.
“Nothing is privileged, if the data is complete, the network is well connected and blanks are available, ID cards can be printed in a matter of hours,” Asep said as reported by the news agency Among last Monday.

The same thing was revealed by the Head of the South Jakarta City Population and Civil Registry Office Abdul Haris.
According to Abdul Haris, an electronic KTP can be printed immediately if someone’s residence status in the population system and civil registration is ready to be printed (print ready record/PRR).
Haris added, the process of obtaining a KTP Djoko Tjandra was carried out legally because the person concerned was still registered as an old resident in Kelurahan Grogol Selatan and holding an old NIK, not yet recorded an electronic KTP.
“So it’s legitimate, he is an old resident, an old NIK holder and incidentally when he was present in the village, recorded, photographed and there was no problem,” said Haris.
Djoko Tjandra escaped from Indonesia in 2009 and has changed citizenship to become a Papuan New Guinea citizen.
Djoko was accused in August 2000 of having committed a criminal act of corruption in the Bank Bali case. But the panel of judges decided that Djoko was free from all charges because his actions were not criminal but civil acts.
The Attorney General’s Office in October 2008 then submitted a case review. In June 2009, the Supreme Court accepted the submitted Judicial Review and sentenced Djoko to two years in prison, in addition to a Rp 15 million fine.
However, Djoko was absent from the Prosecutor’s court to be executed so that later the person concerned was declared a fugitive and allegedly had fled to Port Moresby, Papua New Guinea.
