some surprises, a reinforced line but “no big change”

He had promised to “Reinvent”, to promote “New faces”, and to give a more social and ecological coloring at the end of his five-year term. But in the end, Emmanuel Macron did not decide to overturn the table.

After repeatedly affirming that he would not change the substance of his policy, then appointing Jean Castex at Matignon, a man of the center right, like Edouard Philippe, the composition of the government, presented Monday, July 6, also resembles a form of change in continuity.

While “Many surprises” were announced, the new team – made up of thirty ministers and deputy ministers – recorded few new catches. During a meeting with majority parliamentarians on Monday evening, the new prime minister himself acknowledged that there was “No big change”.

“Dupond-Moretti is the glitter choice”

The main surprises are the arrival of the former Minister of Health, Roselyne Bachelot, for culture, and the media lawyer and often subject to the judiciary, Eric Dupond-Moretti, to justice. Two figures known to the general public, intended to make the executive shiny, sometimes deemed too dull, too “techno”. “Dupond-Moretti is the president’s glitter choice”, concedes an intimate of the Head of State.

Another lesson: the promotion of Gérald Darmanin inside, replacing Christophe Castaner, who had lost the confidence of the police. A choice which confirms the prominent place occupied by the mayor of Tourcoing (North) within Macronie, after having succeeded in a faultless budget and having been re-elected in the first round of the municipal elections. “Darmanin has given wages. He is loyal to the president and deserves this promotion ”, justifies an adviser to the Head of State. A choice that nevertheless surprises within the majority, where it is emphasized that this defector from the right remains close to Xavier Bertrand and Nicolas Sarkozy, two potential rivals of Mr. Macron for the presidential election of 2022.

Among the eight entrants are also the deputy La République en Marche (LRM) of the Somme, Barbara Pompili, who becomes minister of ecological transition and wins housing. The former secretary of state under François Hollande will have the heavy responsibility of embodying the green voluntarism of Mr. Macron, after the departure of Nicolas Hulot in 2018 and the passage deemed too erased from his predecessor, Elisabeth Borne, who had succeeded to François de Rugy. Maine-et-Loire MP (ex-LRM) Matthieu Orphelin, close to Nicolas Hulot, urges him to “Stand firm to translate without filter the 146 commitments of the citizens’ convention and to win good budgetary arbitrations”.
