“Usually, these repeat winners also submit a larger number of checks, thus increasing their chances of winning. However, in general, there are not many people who present an atypically large number of checks. In our opinion, they could be employees of sales outlets, ”Evita Teice-Mamaja, the chief public relations specialist of the State Revenue Service, admits to the Independent. Therefore, the SRS is always calling on buyers not to return their potential success to others, but to take checks for their payments, register them for the lottery and give themselves the opportunity to win a cash prize or an additional prize from our cooperation partners! In turn, the SRS reminds traders that they are obliged to issue a check to the buyer.
Already in the first draw, happiness smiled on one double winner, during the first half – already on seven double winners.
“Situations are very different and it is impossible to predict the success factor. There are cases where literally some checks are registered with one phone number and one of them wins, but there are also cases when a large number of justifications are registered with one phone number and thus the chances of winning increase. The majority or 69.6% of all winners have participated in the lottery with 11 to 50 checks, but it can be seen that the chances of winning were quite high with a smaller number of submitted checks – almost 10% of winners submitted up to 10 checks, but 8 people managed to win with the only check submitted, ”reveals E. Teice-Mamaja.
Code mistakenly costs thousands and reputation
The first check lottery lottery took place on August 11 last year. However, as the Independent has already written (HOW TO DO IT? The winners of the check lottery are announced two days before the draw), the results of the check lottery leaked two days before the official announcement, thus raising doubts about the fairness of the lottery.
The State Revenue Service dispelled the suspicions, stressing that it was a technical error. Check lottery technical provider SIA “Mobilly” explained the fact that the winners of the check lottery were temporarily published on the website “cekuloterija.lv”, although the winners of the first month’s lottery had to be announced on August 11 in the TV3 show “Superbingo” with an algorithm error.
SIA “Mobilly”, which is the technical developer of the lottery and on whose servers the lottery takes place, paid a contractual penalty in the amount of 4960 euros to the State Revenue Service. However, the amount of the penalty is hardly able to erase the shadow of doubts sown last year.
According to the technical specifications written by the SRS, the lottery is carried out by the service provider, in this case SIA “Mobilly”, using its own computer resources and software, including code that generates numbers and their random order used to determine check lottery winners. The SRS receives information about the winners in the form of an automatically sent e-mail only on the next day after the draw. Thus, in fact, the lottery takes place outside the direct sight of the State Revenue Service – at the company’s premises and with the company’s resources. However, neither the State Revenue Service nor the Lotteries and Gambling Supervision Inspectorate supervises the course of the check lottery, because according to the norms of the Check Lottery Law, this lottery is not subject to the Gambling and Lotteries Law or the Goods and Services Lotteries Law.
