From support for people with disabilities to media education, the CA of the Pays Ajaccien exploits all the advantages of digital

The agglomeration community of the Pays Ajaccien (Corsica) @@@@@2022 Territory of digital excellence is made up of ten municipalities. It was born of a political will formalized around clear strategic orientations such as strengthening the common identity between sea and mountain, freeing the living forces of the territory to engage in the paths of modernity, maintaining and developing territorial solidarity and social services to help the most vulnerable. It is also about celebrating the strengths and potential of a country rich in history and culture. Digital is at the heart of this dynamic, offering tools to deal with the challenges of the island territory.

Bathing aid for the visually impaired

The CAPA is committed to the Ajaccian municipality in a policy in favor of people with disabilities, in particular through the City Handicap Charter. In 2013, as part of its “digital territory” strategy, it wanted to mark a new stage by proposing the establishment of a innovative device allowing people with visual impairments to access the pleasures of swimming in complete safety but above all in complete autonomy. Called “Audioplage”, this device has come to complete the facilities already offered by the city on certain beaches for people with motor disabilities. Two objectives were pursued. The aim is to help visually impaired or blind people to bathe freely, independently, and in optimal safety conditions and to promote CAPA as a modern territory concerned with the well-being of its citizens at the foremost among which are people with disabilities.

The device is deployed every summer on the beach of Trottel which is located in the heart of the city of Ajaccio. Thanks to electronic bracelets given by the lifeguards, users can trigger sound beacons located on the sand and in the water to locate themselves (leave their belongings on the beach, access the swimming area, swimming alone in the delimited area, returning to the shore and finding their belongings left on the sand).

Intelligent car parks to respond to transport problems

As the administrative capital of Corsica, Ajaccio hosts the vast majority of jobs in the micro region. This generates traffic and parking problems. With CAPA Move, it has acquired a device to measure this traffic on the territory and to generate useful data for the creation of a new urban travel plan that is more ambitious and more efficient than the previous one (e.g. creation of relay parking lots, transformation of the regional train into a tram-train, creation of new soft bus lanes, setting up maritime shuttles in the golf course, PCRT, etc.). This tool, which has become multi-purpose, aspires to provide answers to the problems of transport in the territory.

30% of journeys in built-up areas consist of looking for a parking space. To reduce this unnecessary traffic, a recent feature provides users with a display of parking capacities in the city and especially outside the city. The renewal and addition of large-format display panels linked to proximity indicators encourage motorists to reorient themselves on extra-urban car parks and to favor intermodality when possible. This redirection of flows, finally, is intended to reduce the number of vehicle entries and thus improve the fluidity of traffic. The need for such information is conditional on a representation that is as accurate as possible of the occupation of parking spaces. This principle is therefore conditional on the installation of an efficient marking system combining several technologies, such as sensors on the ground, cameras and entry-exit counters.

“Digital neighborhood” meetings and activities in primary schools and neighborhood centers

The event ” Digital Districts is organized in primary schools and Community Centers to introduce young people to digital techniques.

Four full days of workshops are organized in primary schools and at the Cannes neighborhood center to welcome the public from social centers and students from various colleges in the city. This event is part of a desire to transmit knowledge with introductory workshops in digital trades and arts that combine learning techniques, fun and participatory exercises. Media education and critical thinking workshops are geared towards an educational component, with the aim of encouraging reflection on practices, giving young audiences the keys to citizen and responsible digital autonomy.

These workshops aim to break exclusions to digital tools and democratize their uses and respond more than ever to a real need and tend to offer this public an active, conscious and emancipatory use of these tools in a playful atmosphere.
