After knowing a claim of a company dedicated to the manufacture of mobile hospitals for alleged irregularities in the purchase process, the civil society spoke out deploring the situation.
The civil society demanded that the authorities provide the number of manifest or shipping of the purchase. “Transparency is important and the transparency saves lives, the message here is that we can give you the number of manifest to monitor where those hospitals,” said Carlos Hernandez, executive director of the ASJ.
He recalled that “we passed several normal processes, and best practices for the procurement of emergency. That decision to do the shopping alone, Invest-H and your team is costing a lot to the honduran State and is undermining even more the image of the country’s institutions. We regret that, and I hope that these mobile hospitals arrive in the country”.
Hernandez said that next Wednesday will present a report, which will detail certain situations that are not according to the rules and that could generate complex situations.

The National anti-Corruption Council (CNA) is also reported in the fifth part of its report “Corruption in the times of the COVID-19”, that there was inefficient management and failure to observe time limits in the procurement of mobile hospitals.

On the 27th of march, Invest-H hired a consultant who would provide technical assistance to the review, supervision, adjustments, development, design and implementation of activities on the construction of modules of isolation of patients with COVID-19, however, is not included the participation of the expert in acquisitions demonstrating inexperience in the purchase of mobile hospitals, said the entity of civil society in his report.

He recalled that on the 15th of April, Marco Bográn, owner of Invest-H, entered into an agreement for the provision of hospital services with a humanitarian organization having a global presence to manage the hospitals, but the 9 of may, it took the determination to terminate such contract, in view that is not responded to various requests for information regarding the acquisition and technical specifications of the hospitals.
The CNA concludes that evidenced that the acquisition of the seven mobile hospitals represent a purchase inefficient on the part of Invest-H, without having the right to claim through legal channels to the supplier company.
“In the first place, the manufacturer is behind in the development of the computer by an error in the mounting of the mechanical system; in the second place, the terms and conditions developed by the supplier company, prevent Invest-H performs some type of legal pressure to claim more speed in the delivery or disbursement appropriate,” said CNA.
