Salvini decree, towards the majority agreement: fines to NGOs drop to 560 euros

We are moving towards the agreement on the rewriting of the security decrees wanted by the then Interior Minister Matteo Salvini. what emerges at the end of a meeting that took place at the Interior Ministry during the day between Minister Luciana Lamorgese and members of the majority. The main point concerns the fines for NGOs that provide relief at sea and that should violate the prohibitions of entry into Italian territorial waters: the penalty would drop to 560 euros against the scissors ranging from 250,000 to 1 million euros provided for by the current decree Salvini.

At today’s meeting – the fourth in the series – another will follow next week to finalize the final details. The prediction is that of a political agreement on the short text with the presentation of the decree for September to avoid that there is no time to convert it in the summer. On fines for NGOs, for a long time the reason for disagreement among the members of the majority was the proposal of the Minister Lamorgese to apply the navigation code which provides precisely the fine of 560 euros or imprisonment of up to 2 years. In any case, it was no longer the prefect who decided the sanction but the judiciary. The current regulation also provides for the immediate seizure of the boat and the arrest for the captain.

Other highlights of the draft proposed by the Interior Ministry are the expansion of cases in which humanitarian protection can be applied, the restoration of some forms of reception (for example in small groups) and the registration of asylum seekers in the registry office. In the text, special permits are extended to those who risk undergoing inhuman and degrading treatments in their country, to those who need medical treatment, to those who come from countries where serious disasters have occurred; the holding times in the Cpr are halved (from 180 to 90 days).
