In the merry-go-round of words, the hospital gets the better of local medicine

by Antonio Grassi

On 28 April the Prime Minister Giuseppe Conte was engaged in the Via Crucis on the Lombard Golgotha. On the same day the MEP Massimiliano Salini proposed the construction of a new hospital in Cremona: 700 beds, 450 million euros taken from Mes, the fund saves states.
The idea found the protagonists of local health unprepared, displaced the provincial political class and took first place among the topics of discussion under the Torrazzo, on the banks of the Serio and on the Listone.
A paradigmatic example of political marketing, the story marked a strike for Forza Italia and highlighted the difficulty of politicians in our home to face the situation with coldness, reasoning and planning.
If a few exceptions are excluded, everyone has joined the magic piper, apparently disinterested in understanding if the indicated road was the most suitable for building a more functional and more effective provincial health than the one in progress.
Nobody has verified if the release of Salini was the result of a thorough study. No one has ascertained whether the new hospital was the most suitable and effective means of tackling the deficiencies of the provincial health system that emerged from the emergency of these months. No one has claimed written commitments or official statements from the entities involved in the operation. In the meantime, the region has taken over from the Mes and the initial 450 million euros have dropped to 250.
The merry-go-round of words and the desire to participate in the debate imposed by Salini have outclassed pragmatism. We are in the first chapters of history. If we believe in the Eternal God, we pray, if we are superstitious, we do our best.
In the narrative, the vague and the generic prevailed. Objective knowledge has been replaced by statements of principle, excellent for easy winning. They allow you to gather consensus with little expense and minimize the risk of getting a jerk, an event that does not mean a political career anyway. Indeed, it can speed it up.
Everyone got on the stage. Everyone participated in the play. Nobody has given Oscar moments and some interpretations, full of acrobatics, turns and balances have appeared more similar to Cirque du Soleil than to the Actors studio.
The new hospital’s proposal garnered favorable, critical, smoky opinions. Sometimes twisted, but no rejection. The debate was calm, almost accommodating, more like an exchange of views between gentlemen than a political confrontation. Molasses, but it is not a novelty, but consolidated practice if hundreds of millions of euros dance on the plate and if the economy imposes itself on politics.
Instead of the aura mediocritas of the Latins, understood by the right moderation and balance, the modern version of the motto prevailed, which removed the aurea and left the mediocritas.
Monochords, focused on the hospital, the protagonists have neglected proximity medicine. For heaven’s sake, they talked about it, but the minimum union, the space of a song. Even less. The patient was given aspirin instead of a tonic drip.
Dismantled in past years, it has produced a void of assistance indicated by experts as one of the main contributors to the Lombard massacre, with the province of Cremona at the top of the list by number of infections in relation to the population.
Logic would like that the restoration and enhancement of medicine in the area are at the top of the post-covid-19 intervention priorities, but this does not seem to be the case. They have less appeal than the hospital and do not open the doors of newspapers, televisions and social networks as the inauguration of an avant-garde structure costing hundreds of millions and job opportunities for local businesses.
Some doctors took a piece of it. They raised the issue and kept the problem alive. They recalled that a network of outpatient specialists, family doctors and paediatricians would guarantee citizens efficient health care in the area and reduce the need for hospital facilities, in particular emergency rooms.
Moving the Ats Valpadana from Mantua to Cremona, the first step to improve proximity medicine, would cost less than the new hospital, but much more in political terms, two conditions that would trigger the red alarm for the brave or unconscious who he tries. It is well known that a “fucking head” collected by party or consortium colleagues is the gravestone on the glory dreams of the tapino defined as such.
The suburbs claimed their right to participate in the banquet without shouting and with good manners. Careful not to disturb the operator, they actually endorsed Salini’s hypothesis and in exchange begged for a few coins.
The Cremasca Homogeneous Area waited two months before officially intervening. He met the general manager of the Asst of Crema. He presented his ideas on the future of health in the Republic of Tortello. From the manager he received a restructuring project for the Cremaschi hospital facilities, an intervention of about thirty million euros. He issued a statement without mentioning the project received by the general manager, an omission that is not polite to Fratelli d’Italia. The party coordinator took a hat. He asked for the resignation of the president of the Cremaschi mayors. A shame.
It is not the time for divisions, nor for competitions. It is the time of collaboration, of unity. Of politics. Of that policy that sets aside the interests of the shop, it is committed to the common good and takes over the economy. It is the time for courage.
