KReis Darmstadt-Dieburg ⋅ The idea was well intentioned when in 2003 the municipalities of Groß-Bieberau, Groß-Umstadt, Reinheim, Eppertshausen, Fischbachtal, Groß-zimmern, Münster and Otzberg joined forces with the Darmstadt-Dieburg district and the public-law special-purpose association Founded “Seniorendienstleistungs non-profit GmbH Gersprenz” to tackle the care of the elderly together. However, special purpose associations under public law often suffer from the fact that the decision-making bodies have local politicians who are not experts in the field, in this case two representatives from each municipality and the district, who had to make the decisions.
At first everything went well, but at the latest when a senior citizens’ residence was built in Groß-Bieberau a few years ago, the difficulties began. The new building was so full of defects that the seniors had to move out as soon as they moved in. The gGmbH argued with the construction company and demanded that the defects be rectified. The whole thing made headlines under “Balcony Drama”, because the balconies were also dilapidated.
