The Chinese side in the first point of the plan emphasizes the need for a complete cessation of hostilities and an end to the war by establishing a strong and sustainable humanitarian truce.
In the second paragraph Beijing calls for effective protection of civilians, declaring the need to stop violations of international humanitarian law and any violent attacks on civilians and civilian objects.
The third point is dedicated to the problem of providing humanitarian aid. The Chinese side stresses that relevant countries should avoid depriving the civilian population of the Gaza Strip of goods and services necessary for survival, organize humanitarian aid channels in Gaza, and ensure prompt, safe, unhindered and sustainable humanitarian access in order to prevented the emergence of an even more serious humanitarian catastrophe. It noted that the UN Security Council should also encourage the international community to prepare to support the post-war reconstruction of Gaza.
IN the fourth point China calls for expanded diplomatic mediation. In particular, it is emphasized that the UN Security Council should attach great importance to the role of countries in the region and regional organizations, support the mediation efforts of the UN Secretary-General and the Secretariat, encourage countries that have influence on relevant countries, maintain an objective and impartial position and jointly play a constructive role in promoting the de-escalation of the crisis.
The fifth paragraph is dedicated to finding a political solution to the conflict. According to China’s position, the basis for resolving the Palestinian issue is the implementation of the “Two States for Two Peoples” plan, the restoration of the legitimate rights of the Palestinian people, and the establishment of an independent Palestinian state with full sovereignty with its capital in East Jerusalem.
