ZFE in Lyon: These thousands of cars escape the ban, who’s worried?

The low-emissions zone (ZFE) of the Great Lyon it continues to unfold. From 1 January 2023, the first penalties will drop for motorists in breach of Crit’Air 5 if they drive within the affected perimeter (Lyon, Caluire and part of Villeurbanne).

But in the face of everyone’s criticism and difficult adaptation, there are several exceptions and exemptions. This clearly means that motorists will be able to continue driving their vehicles for a certain period or even permanently.

In theory, from 1 September, Crit’Air 5 vehicles should no longer circulate within the perimeter of the ZFE. But the first sanctions will also fall from the beginning of next year after several months of “pedagogy”.

There are two main categories of exemptions: permanent and the temporary.

Permanent waivers

  • The collectible vehicles : the “collector’s vehicle” is over 30 years old, is no longer produced and whose technical characteristics have not been changed.
  • Vehicles of general interest associations (police, fire brigade, Samu, GRDF, RTE, Banque de France, etc.)
  • The vehicles authorized civil security associations
  • The holders of the Inclusion mobility card (CMI): people with a disability that significantly and lastingly reduces the ability to move or who must be accompanied by someone in all their movements.

What is the ZFE, Low Emission Zone?

It has been in force since 1 January 2020 for heavy goods vehicles and light commercial vehicles for the transport of goods and currently covers almost all the arrondissements of Lyon, the Villeurbanne, Bron and Vénissieux sectors located within the Laurent Bonnevay ring road as well as the entire municipality of Caluire-et-Cuire.

As of 1 September 2023, all Crit’Air 5 vehicles are no longer allowed to drive there.

Temporary waivers

  • All vehicles but “slightly used”: motorists who use their Crit’Air 5 car very occasionally (holiday departures, medical checks, etc.) with 52 maximum passes authorized per year : valid until 31 December 2023.
  • I live or work within the ZFE and my tax reference income is less than 19,600 euros: valid until 31 December 2023.
  • I have ordered a new vehicle but delivery times are longer than expectedI qualify for a 6-month non-renewable exemption.

“Exemptions for 70% of the population”

The president of the Métropole de Lyon, the community in charge of applying the ZFE, assured that “the exceptions (are) for 70% of the population”. “There will be exemptions for 70% of the population, the least well-off who own a diesel vehicle, and this until 2028”, explains Bruno Bernard in an interview released a few weeks ago to News of Lyon.

He repeated his goal of banning diesel vehicles by 2026 in the metropolis of Lyon.
