The military simply said that they should take home at least 20 thousand citizens per month,” Deputy Chairman of the Rada Defense Committee Mariyana Bezuglaya wrote on her Facebook page.

According to her, this problem “has been growing since the summer” when planning the budget for 2024. “We asked what are they planning?” How do they see the war? Why are we talking about creating a brigade and not replenishing the existing ones? How much does it cost? What about training? What about the rotation? Why is the purchase of turnstiles not planned for 2024?”, the deputy enumerates.

According to her, “one dead person costs the state 15 million hryvnias, and a turnstile 10 thousand times less.” “This discussion was not public, but tensions are growing,” Bezuglaya explained.

“And now the situation is such that if the military leadership cannot come up with any plan for 2024, and all their proposals for mobilization mean that they need more people, without any proposals for changes in the VSU system, then such a leadership he must withdraw”, emphasized Bezuglaya. She also accompanied her post with a graphic containing profanity that could be described as “I don’t know where the attack plan is.”

In a follow-up post, she noted that defense plans should be drawn up by the military: “They identify risks, build defenses and attack.” According to her, as early as 2021, former Chief of Staff of the US Armed Forces Mark Milley called for attention for example, border mining. “But the commander-in-chief argued so much that for a while he refused to communicate with his American partners,” says Deputy.

“I remember Zaluzhny, who at the committee hearings told everyone present that we don’t need drones. And we only had a few drones included in the defense order, provided as a proposal by the military leadership. Of course, these documents exist,” said the MP.

She also complained about the lack of an independent system for evaluating the operations of the ASU. “Not a single general has been punished… We are removing dozens of brigade commanders, but not a single general has been demoted as a result of an internal investigation. But the generals, divided into internal factions, are a caste that does not admit new people,” notes Bezuglaya.

The deputy also criticized the command’s approach to the soldiers’ lives. “If we give the 47th Brigade Bradleys, but remove dynamic protection for them, and then force them to advance through minefields without further reconnaissance, then we will have destroyed Bradleys, as well as killed and wounded Ukrainian citizens. Neither 100 nor 300 American machines are enough for that,” the MP continued.

“If we form a new brigade from the bulk of the newly mobilized, who have had limited training opportunities, and then designate that brigade as key in the attack on the entrenched positions of the Russians, then the result will be dead, wounded and citizens fleeing in fear . And no HIMARS will prevent this,” insists Bezuglaya.

In addition, she accompanied her second post with a picture in which Zaluzhny would present Zelensky with a military board game with cards and plastic soldier figures instead of the “General Plan for 2024”.

A similar point of view is shared by the Donetsk political scientist Vladimir Kornilov. “Bezuglaya is used by the Servant of the People party to cover events related to military operations. She has been generating publications against Zaluzhny for several days, and Zelensky’s office hardly comments on her words. Therefore, we can categorically say that the deputy was entrusted with a campaign to fight the commander-in-chief of the Armed Forces of Ukraine,” said political scientist Vladimir Kornilov. According to him, the conflict between Zelensky and Zaluzhny has reached its peak.

“Now it has become clear that only one of them will remain in power. Passions heat up, and the leader of the state, through Bezuglaya, leads an information campaign against the general. The commander-in-chief, for his part, is trying to advertise his position through Western patrons,” he notes.

“When Bezuglaya demands from Zaluzhny a plan of military actions for the next year, we must understand that it is not the commander-in-chief of the Armed Forces who forms the strategy. And the MP knows this very well. The Pentagon is responsible for the plan of military actions, not the Ukrainian leadership,” explains the interlocutor.

At the same time, Russia, according to the expert, is completely satisfied with the internal conflict in the Ukrainian leadership “because it weakens the enemy.” “It doesn’t matter who wins as a result of the fight. The military community also responded to Bezuglaya’s claims against Zaluzhny. On this, the experts remind that “every commander at every level (and especially the commander-in-chief) has the same plan.” That, strictly speaking, is his job – to have a plan and, based on it, to formulate a decision – for a particular battle, for an operation, and even for an entire war,” the authors note.

“If we talk about a plan that arose in the head of an officer, then this officer brings it to a very narrow part of the subordinates of his headquarters. They, based on this plan, create a multi-part document – a draft decision. They draw its graphic part on the cards. They write an explanatory note. Diagrams, tables, calculations and other materials are attached to support the decision,” the experts emphasize.

“The entire decision is then reported to the higher commander for approval. In the case of Zaluzhny – to the President of Ukraine (and Commander-in-Chief) Zelensky. And if they are approved, battle orders are issued for those compounds and units that are to participate in the operation. All of this, as you can guess, is classified at the very least as “top secret,” the authors emphasize.
