“To put into effect the decision of the National Security and Defense Council of Ukraine dated May 14, 2021” On the application of personal special economic and other restrictive measures (sanctions) “(attached),” the decree says.
Control over the implementation of the decision introduced by the presidential decree is entrusted to the NSDC Secretary Alexei Danilov.
In particular, a number of Russian TV channels that fell under the sanctions were: NTV Television Company and its subsidiaries, Channel One, All-Russian State Television and Radio Broadcasting Company, Zvezda, TNT-Teleset, Moskva Media and others. …
The list also includes TV channels and mass media from the occupied Crimea. Among them: “Krymskaya Gazeta”, “Studio” Yalta TV “and a number of others.
In addition, the following companies fell under the sanctions: “WebMoney.ru”, “Network Clearing House”, “Computing Forces”.
The list includes a number of Ukrainian and foreign companies. Among them: INDX Transactions Ltd (British Virgin Islands), Amstar Holdings Limited (Hong Kong), Financial Institution VM-Factor (Ukraine).
The sanctions list also includes Evgeny Rostislavovich Voronin, professor of the International Law Department of the Russian diplomatic university “MGIMO MFA RF”.

The sanctions are imposed for three years and they provide for:
1) blocking of assets;
2) restriction of trading operations;
3) restrictions on the transit of resources, flights and transportation through the territory of Ukraine;
4) preventing the withdrawal of capital from Ukraine;
5) suspension of performance of economic and financial obligations;
6) cancellation of licenses and permits for a certain type of activity;
7) prohibition of participation in privatization, lease of state property;
8) a ban on public and defense purchases of goods, works and services from legal entities;
9) prohibition or restriction of entry of foreign non-military ships and warships to the territorial sea of Ukraine;
10) complete or partial prohibition of transactions with securities;
11) a ban on the issuance of permits, licenses of the National Bank of Ukraine for investments in a foreign state;
12) termination of the issuance of permits, licenses for the import into Ukraine from a foreign state or export from Ukraine of currency values and restrictions on the issuance of cash on payment cards issued by residents of a foreign state;
13) a ban on increasing the size of the authorized capital of business entities, enterprises in which a foreign element owns 10 or more percent of the authorized capital;
14) introduction of additional measures in the field of environmental, sanitary, phytosanitary and veterinary control;
15) termination of trade agreements, joint projects and industrial programs in certain areas, in particular in the field of security and defense;
16) prohibition of transfer of technologies, rights to objects of intellectual property;
17) other sanctions in accordance with the principles of their application established by this Law.
