The President of Ukraine signed the decision of the National Security and Defense Council of Ukraine (NSDC) to impose sanctions against Russian citizens and Russian companies. Three French MEPs who visited the occupied Crimea also fell under the restrictions.

Among those who fell under the sanctions were a number of representatives of the Russian Ministry of Internal Affairs, the government and the Federal Assembly. Among the companies that received, like individuals, sanctions for three years, the Internet editions TASS, Lenta.ru, Gazeta.ru, the state media holding Rossiya Segodnya, the insurance company Rosgosstrakh.
Citizens of the Russian Federation fell under the sanctions:
- Gorovoy Alexander – First Deputy Minister of Internal Affairs of Russia;
- Kazakova Valentina – Head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for Migration Issues;
- Kirill Adzinov – head of the department for organizing visa-free work of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation;
- Oleg Levchenko – Head of the Migration Department of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the Rostov Region;
- Guryanova Anna – Head of the Department of the Federal Migration Service of Russia in the Rostov Region in the city of Novoshakhtinsk;
- Khlystov Vladimir – Head of the Migration Department of the Department of the Ministry of Internal Affairs of the Russian Federation for the Neklinovsky District of the Rostov Region;
- Oleg Agarkov – Head of the Main Directorate of the Ministry of Internal Affairs of Russia for the Rostov Region;
- Bashkin Alexander – Deputy Chairman of the Federation Council Committee of the Federal Assembly of the Russian Federation on Constitutional Legislation and State Construction;
- Vukolov Vsevolod – Deputy Minister of Labor and Social Protection of the Russian Federation (previously – Head of the Federal Service of the Russian Federation for Labor and Employment, member of the Government Commission of the Russian Federation on Migration Policy);
- Zubov Igor – State Secretary – Deputy Minister of Internal Affairs of the Russian Federation, State Advisor of the Russian Federation, 1st class;
- Karlin Alexander – Deputy Chairman of the Federation Council Committee of the Federal Assembly of the Russian Federation on Constitutional Legislation and State Building;
- Menshchikov Vladislav Vladimirovich – Head of the 1st Service (Counterintelligence Service) of the Federal Security Service of the Russian Federation, member of the Government Commission of the Russian Federation on Migration Policy;
- Narusova Lyudmila – member of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on constitutional legislation and state building;
- Rukavishnikova Irina Valerievna – First Deputy Chairman of the Federation Council Committee of the Federal Assembly of the Russian Federation on Constitutional Legislation and State Building;
- Tsepkin Oleg – member of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on constitutional legislation and state building;
And also French citizens:
