President Volodymyr Zelensky presented Ukraine’s long-debated victory plan to parliament on October 16, although some parts remained secret.

The proposal consists of five points: invitation to join NATO, defense aspect, deterrence of Russian aggression, economic growth and cooperation and post-war security architecture.

The plan includes three secret additions. David Arahamiya, parliamentary leader of the ruling party, said the secret sections would be presented to faction leaders.

“If the plan is supported, we can end the war no later than next year,” Zelensky said in the parliament in the presence of Commander-in-Chief Alexander Sirski, the head of military intelligence Kirilo Budanov and Western diplomats. He ruled out the possibility of ceding any territory to Russia.

In his speech to the parliament, Zelensky said that the decision is not a freeze on the conflict and “is not a trade in the territory or sovereignty of Ukraine.”

Ukraine’s invitation to NATO membership was placed at the top of the list. Kiev submitted its application to join in September 2022, but has yet to receive a clear signal from the allies.

“We understand that NATO membership is a matter of the future, not the present,” Zelensky said, but added that an invitation offered immediately would show Putin the error of “his geopolitical calculations.”

“We are a democratic nation that has proven that it can protect the Euro-Atlantic way of life and our own way of life.”

The second part emphasizes the need to bring the war to Russian territorysuch as during the cross-border invasion of Kursk that began in early August.

This point also calls for the lifting of restrictions on long-range strikes in Russia, additional supplies of long-range capabilities and Western support for the downing of Russian missiles and drones over Ukraine.

The third point deals with non-nuclear deterrence and includes a secret part. Ukraine is proposing a “comprehensive package of non-nuclear strategic deterrence on its territory” that would protect the country from future aggression.

The fourth part examines the use of Ukraine’s natural resources, such as uranium, titanium and lithium, which represent economic growth potential for Kyiv and the EU. Ukraine offers a special agreement on joint investment and use of these resources with the EU and the US.

The piece also calls for stronger international sanctions against Russia to undermine its ability to sustain its aggression.

The fifth part concerns the post-war security architecture of Ukraine. Kyiv boasts a large and experienced military force that should strengthen NATO and the European continent, Zelensky said.
