The draft law “On the prevention of threats to national security associated with the excessive influence of persons with significant economic or political weight in public life (oligarchs)” was registered under №5599.
It is determined by Zelensky as urgent.
The President said that this draft law will submit to the Verkhovna Rada and publish its text until May 30, but the text has not yet been published.
On May 27, ZN.UA reported that got acquainted with the text of the draft law on oligarchsinitiated by Zelensky. The publication wrote that the draft provides for a definition of the concept of “oligarch”. If a person is recognized as an oligarch, he will be included in a special register. Getting into this register entails a number of consequences. The oligarch is prohibited from: making contributions (directly or indirectly through others) in support of political parties; be a beneficiary (including ownership) or a controller of mass media disseminating information of a political nature; to be the buyer (beneficiary of the buyer) of objects of large privatization.
Advisor to the head of the President’s Office Mikhail Podolyak said that the excerpts of the document published ZN.UA, are not the text of the bill on oligarchsinitiated by President Vladimir Zelensky. The editorial staff of ZN.UA suggested that in the Office of the President of Ukraine decided to edit the bill.
On May 28, Secretary of the National Security and Defense Council Alexei Danilov said that the document published in the media – “not the project that is currently being considered” in the office of the head of state and in the office of the president.
“The bill is not easy, it is too complicated. But those comments and what is in the media today – it does not correspond to reality, “he stressed.
In 2020, Zelenskiy said that ready to speak with big business and provide him with equal rules, and in return wants the oligarchs to live and work according to the law. He believes that the oligarchs should be given “roles in the crowd, not the main roles”.
In April 2021, the president proposed to develop oligarch status bill… According to him, the bill will determine “what will happen to such people, what sanctions will be introduced, how the oligarchs will turn into businessmen.”
On May 14, Danilov noted that, in his opinion, under the influence of the law on oligarchs being developed fits 13 peoplemaybe more. Them Danilov declined to name his surname.
