It seems that for a minister of justice this was not mandatory.

This is what article 24, para. 2 of the Constitution:
“The main objectives of the foreign policy of the Republic of Bulgaria are the national security and independence of the country, the well-being and the basic rights and freedoms of the Bulgarian citizens, as well as assistance in establishing a just international order”.
The main goal of our foreign policy is the independence of the country.
As ridiculous as this may seem to people like Zaharieva, at least they should not publicly claim otherwise.

However, Zaharieva, charming in her clumsiness, goes to a television studio and says:
“Bulgaria-US relations are not bilateral, but relations between the EU and the US”.
Of course, this is the edited version of her words – that’s how we find them on the BTV site.
Otherwise Börner said:
“The relations between Bulgaria and the USA are not a matter of bilateral relations, they are a matter of the European Union and the USA”.
An even more unedited version of these words is:
“Fuck the Constitution.”
