Association Paris Animals Zoopolis announces that it will again take legal action against the Interdepartmental union for sanitation in the Paris area (Siaap). This decision is part of the ongoing procedure, following the fire that occurred in July 2019 in the Siaap Seine aval water and sludge treatment plant, straddling the municipalities of Achères, Saint- Germain-en-Laye and Maisons-Laffitte.
The association accuses the union of not having sent it the security audit, a document necessary for the substantive procedure, despite a favorable opinion from the commission for access to administrative documents (Cada).
“What is there to hide? “
“While the Cada gave us a favorable opinion, the Siaap is once again illustrated by its opacity, plague the association. Note that the prefecture and the Ministry of Ecology also refused to send it to us. What is there to hide? To our knowledge PAZ is the only association to have taken legal action following the Siaap accident in 2019 which caused the death of millions of fish. “
The association recalls that the fire in part of the Achères wastewater treatment plant had led to the discharge of a large quantity of wastewater into the Seine, causing strong deoxygenation of the river up to 30 km away. downstream of the station for several days, and causing the suffocation of many fish (about 12 tonnes).
“Not acceptable to treat fish as objects”
As an association defending the interests of fish and the protection of their habitat, PAZ seized the administrative court of Versailles on April 20, 2020 to seek compensation for damage to fish. Its procedure thus aims to “defend the interests of fish, take them into consideration, to show that it is not acceptable to treat fish as objects or a resource that can be replaced as if nothing had happened ( while restocking). Finally, encourage industrial sites to do everything in their power to prevent discharges into waterways in the event of an accident. “
PAZ adds that the independent audit it is requesting was carried out at the request of the prefect and the ministry. “This audit gave rise to the publication of a document which makes it possible to establish the shortcomings and responsibilities of Siaap. This document is essential to do justice to the millions of dead fish. For more than a year, PAZ has requested this audit from Siaap, but also from the Ministry of Ecology, Prefect of Yvelines, mayors, parliamentarians… in vain. PAZ has launched a crowdfunding campaign to pay attorney fees. “
Siaap puts forward industrial safety reasons
When contacted, the Siaap justifies the non-communication of the audit in these terms: “For industrial safety reasons, the Siaap has chosen not to publicly communicate the safety audit report, given the confidential nature and the sensitivity of the information contained. As a major player in the public sanitation service in Île-de-France, Siaap places safety at the heart of the operation of its factories, whether it concerns the safety of its agents, environmental security and, in general, the protection of neighboring populations. “
