In a district of Saint-Germain-en-Laye (Yvelines), anger is brewing.
North of rue des Gaudines and east of avenue Saint-Fiacre, dozens of residents of the Sous-Préfecture district are waiting for only one thing: to get answers from their town hall.
On April 30, a permit was filed by the company Kaufman & Broad, at 3, rue des Gaudines, where there are disused buildings.
“We were alerted by a neighbor at the beginning of May 2021 and two members of our council went to the town hall to consult the project”,
In fact, within a few months, a vast complex of 5,400 m2 should take place, including a hotel with 100 rooms and a residential / office / workshop mix.
However, some elements of the project are worrying.
A plan not respected according to the residents
“The project did not take into account the 9 m setback, the Coulée Verte had been completely eliminated, we found a total inconsistency in the building permit file compared to the building which adjoins the west side and we were surprised that no information was given to local residents and residents on this project and especially that we do not appear anywhere in this permit as if we did not exist ”, continues Charles-Henri
Solomon. Finally, to understand the situation, the union council downloaded the PLU (Plan Local d’Urbanisme), modified on June 11, 2020.
He noted that their residence is located in the only block, outside the eco-district, where the elevation of the buildings had been increased to 21 meters and where no non-constructible strip was provided to guarantee alignment with their facade. .
A gracious appeal was finally initiated with the town hall of Saint-Germain-en-Laye and the residents requested the cancellation of this permit.
If, after constitution of a substantiated file demonstrating the possible impacts on their residence, the promoter indeed announced the withdrawal of the permit, the residents of 1/1 bis rue des Gaudines were surprised by the outcome of the situation.
“In fact, the permit was reported by the town hall. In other words, the same teams are working, but on a modified project ”.
The promoter then proposed to develop the project with the participation of residents.
Without answer
After numerous meetings with the architect appointed by the promoter, the project was able to be modified and improved, with the reduction of the height of the frame, a blind gable on the residents’ side set back by more than 16 m and set back 3 m. compared to the original project as well as a more elaborate architecture.
“If we had not mobilized, the project would not have been the same at all”, declared Philippe Curie, member of the union council, “we appreciated the real desire of Kaufman & Broad to find solutions with us. . “
However, there are still worrying aspects, “a block 6 m high and 40 m long at the edge of the road” is supposed to house “craft workshops” whose purpose remains unknown to residents.
In addition, a monumental porch presented as “a simple passage whose architectural desire is to pass the light” but will allow the circulation of small trucks to access internal unloading areas.
The residents understand that the town hall has not yet finished its reflection on the activities that could be developed in the neighborhood.
However, given the configuration of the premises, these could be “commercial or semi-industrial” activities.
Another problem seems to worry residents. The promoter declares that in the absence of an agreement with the owner of the neighboring plot, the Eiffel Tower company, the other end of the building, on the east side, would end with a blind gable 12.5 m wide by 17 m high.
On August 12, residents requested an “urgent” meeting before the revision of the PLU which took place this Thursday, September 30.
But the Town Hall would not have responded to this request. “Strictly speaking, we are not against the projects.
On the other hand, we want them to respect a harmonious urban architecture and that they be part of a vision of positive development of the district, ”Philippe Curie told us.
A petition has been circulating since September 18, 2021, where no less than 75 signatures have already been collected only in the neighborhood.
Clarification during the municipal council
On Thursday, September 30, elected officials met at the town hall of Saint-Germain-en-Laye on the occasion of the municipal council.
On site, the union council was present, supported by Alexandre Grevet, elected from the opposition.
While Marillys Macé, deputy mayor in charge of town planning and development, spoke on amendment number 1 of the PLU, the member of the opposition wished to make a remark.
“We will not vote for, for the following reason. We must know how to read between the lines of this deliberation, which is a bit sweeping and which tries to resolve a certain number of concerns and to protect us from those which are in the process of arriving. It is particularly about the rue des Gaudines. Regarding a material error, I think it was even a gum that was originally plotted in this PLU. The pencil strokes that are corrected here are not satisfactory. “
Faced with this objection, the mayor, Arnaud Péricard, allowed himself to answer:
“The question of the modification of the PLU does not deal with the question of the rue des Gaudines. In this street, there are several components, in particular a public development component, where a diagram will be presented to the inhabitants: how we improve the road network, what are the improvements we make … I took a number of commitments to the inhabitants of rue des Gaudines. In fact, we will come and present to them all the studies that have been carried out on the whole. “
The representatives of the union council remained rather dubious after these exchanges, “these are still promises”, they entrusted to us.
