MILAN – There is always great attention online for new forms of encouraging cultural consumption among newly eighteen-year-olds. In fact, since January 2024, the old 18App has changed its skin to split into new culture bonuses called “Youth culture charter” e “Charter of Merit”, aimed – says the government on the dedicated portal – “at the development of culture and the strengthening of its diffusion among young people”.
The questions
The window for requesting the two cards runs from January 31, 2024 to June 30, 2024. Each card is valid 500 euro, cumulative with each other. To purchase the goods included in the program, however, you have until December 31, 2024. The maximum spending limit is indicated by the Budget Law at 190 million. The “Youth culture charter” it is recognized to all residents in the national territory in possession, where applicable, of a valid residence permit, belonging to families with ISEE not exceeding 35,000 euros. The “Merit Card” instead it goes to all residents in the national territory in possession, where applicable, of a valid residence permit who have obtained, no later than the year in which they turn nineteenth, the final diploma with a mark of 100 or 100 and praise.
What to buy
On the site there is a navigable list of affiliated shops. The Cards can be used to purchase tickets for theater performances, film screenings and live shows; for the purchase of books, subscriptions to newspapers and periodicals, including in digital format; for recorded music and audiovisual publishing products.
With the Cards it is also possible to purchase entrance tickets to museums, exhibitions, cultural events, archaeological areas and natural parks. The credit can also be used to participate in music, theatre, dance and foreign language courses.
Video games and subscriptions for access to channels or platforms offering audiovisual content are excluded from the list of products that can be purchased. The Cards cannot be converted into replacement shopping vouchers generated by the merchant.
The numbers
To date, there are almost 169 thousand registered users for the Youth Culture Charter and another 30 thousand for the merit charter. The economic value is 84.5 and 15 million euros respectively. We are, therefore, more or less halfway through the available resources.
