JAKARTA – Last weekend Deddy Corbuzier via Instagram account @Mastercorbuzier protested because the video podcast with the Indonesian Ministry of Health suddenly appeared take down or deleted by YouTube. “This is very funny,” protested Deddy.

He felt there was nothing wrong with the video. But, why do you have to take it down? What is wrong? Where did it go wrong? And who determines whether the video should be deleted or not? Who is the “courtroom” on YouTube?

As a platform, YouTube feel obliged to keep the content in it avoid inappropriate content. Starting from SARA, pornography, terrorism, to provocation. It has been stated in their Policy and Security rules.

But, who determines a video is considered violating or not? Who is the “judge”?

1. User Reports
Jennifer Flannery O’Connor, Director, YouTube Trust & Safety says, the first way YouTube identify inappropriate content features report fellow users. If users feel a piece of content is inappropriate, they can report it by clicking the flag button.

2. Machine Learning
However, user reports are considered ineffective and are not able to keep up with the speed of the amount of content uploaded on YouTube. Because of this, since 2017 they have implemented machine learning that not only gets smarter at learning inappropriate content, it also works really fast. “With machine learning we can detect content quickly and on a large scale,” he said.

3. 20.000 Human Reviewers
However, machine learning alone is considered insufficient in determining whether content is appropriate or not. Jennifer said that machine learning systems have limitations in terms of language, or visuals. “There are moments when the engine captures content that is deemed inappropriate, but is not sure,” he said.

Because of this, Jennifer said that YouTube still uses human reviewers or humans as “judges” who determine whether content is appropriate or not. In total, there are 20,000 human reviewers around the world. “They have been specifically trained to enforce our Community Policy, and understand very well local content,” he said.

So, the machine learning system can work alone to block a video from YouTube. However, if they are unsure, the system will nominate the video which it thinks is inappropriate and send it to human workers around the world. “Machines still need humans. And the decision remains with human workers, “he said.
