Until mid-2022, the Sostegni bis decree – a package of aid for activities that went into crisis during the pandemic – provides, except for extensions, two new measures for all under 36. The first concerns the elimination of taxes for the purchase of the first home; the second the possibility of having a state guarantee that allows access to a mortgage for a sum of up to 250 thousand euros that also covers 100% of the price of the house. In this case, therefore, it will no longer be necessary to pay an advance of at least 20%, because the State guarantee will intervene. Both solutions are designed to overcome the lack of cash. Needless to say, the novelties in the program have an immediate interest among young people, with applications for mortgages that have undergone a sharp increase.

Up to 250 thousand euros for the entire price of the house

The real litmus test will lie in the number of funding that will actually become effective. In fact, when the request for facilitation passes from the bank to Consap, the public fund that provides the guarantee, it is not certain that the loan will be granted: if you have an income of one thousand euros a month, a loan, however subsidized, of 500 euros will not gives it to anyone. From the processing of the ABI conducted on the latest available data provided by Consap, from January 2015 to February 2020 the Fund has admitted over 172 thousand loan requests, for a value of more than 19 billion euros, of which 14.8 billion already fully disbursed . Of the total admitted operations, only 59.3% concerned young people between 20 and 35 years of age.
