[법률저널=이상연 기자] While Seoul National University suffered humiliation in the 39th Legislative Examination in 2023 as a result of its record-low performance falling short of expectations, Yonsei University received attention by taking first place with excellent scores.

This year, 2,318 people applied for the legislative examination, recording an average competition rate of 166 to 1. Through such fierce competition, 5 people in general administrative positions, 2 people in legislative positions, 5 people in finance positions, 1 person in librarian positions, and 1 person in computer science positions received the honor of final acceptance.

Looking at the competition rate by series, for general administration, 1,462 people applied for 5 positions, showing a competition rate of 292 to 1, and for finance and management positions, 531 people applied for 5 positions, showing a competition rate of 106 to 1. The competition rate for the legislative position was 126 to 1 with 251 people applying for 2 positions, the librarian position was 33 to 1 with 33 people applying for 1 position, and the competition rate of 41 to 1 for the Jeonsan position, which was the first to be recruited through the Legislative Examination, with 41 people applying for 1 position. .

Among the successful candidates who passed through fierce competition, Sooyoung Choi (23) won the honor of being the chief general administrative officer. Mr. Choi is currently a third-year student in the Department of Political Science and Diplomacy at Yonsei University. He, who had always dreamed of public office, said that he decided to take the legislative exam because he wanted to work in the National Assembly, where the laws that form the foundation of the country are actually made.

Seo Ji-soo (28) took the top finance position. He is a graduate of Daegu Girls’ High School and Korea University’s College of Political Science and Economics, and as a result of his persistence in taking this legislative exam, he was awarded the honor of top honors. In last year’s Legislative Examination, Oh Yun-seong of Korea University’s Department of International Studies took the top prize for finance and economics, attracting attention by producing the top prize for two consecutive years.

The head of the legislative office is Kim Jae-woo (45). Mr. Kim is the senior legislative official and the oldest person to pass the exam. After going through a variety of experiences in society, he was honored by the Legislative Examination. Mr. Kim majored in economics at the University of British Columbia in Canada.

According to a recent survey by the Law Journal, among the 14 finalists this year, 4 were from Yonsei University, taking first place overall, attracting attention. Yonsei University, like Korea National University of Education, performed poorly last year, producing only one successful candidate. However, while Seoul National University has maintained its unrivaled position in the ‘Legislative Examination’, this year Yonsei University has garnered attention by taking the top spot with outstanding performance. By rank, there were 2 general administrators, 1 finance officer, and 1 librarian.

Korea University took second place after Yonsei University. Last year, Korea University showed a strong performance with 4 successful applicants (28.6%) and ranked second after Seoul National University. In particular, they stood out by including senior finance and legislative positions, which was far ahead of Yonsei University, where only one person was accepted. However, this year, only 3 people passed, 2 in general administration and 1 in finance, so there was no change in the ranking itself, but the ranking changed as it fell behind Yonsei University. However, one consolation is that this year, following last year, we produced senior finance and management officials.

Following Korea University, seven universities, including Seoul National University, each produced one successful candidate. These universities are Sogang University, Seoul National University, Sungkyunkwan University, Inha University, Chung-Ang University, Hanyang University, and foreign universities.

In particular, this year at Seoul National University, only 1 successful candidate (7.1%) was accepted, which is the lowest figure ever since the Law Journal began conducting research in 2000. And that one person was the youngest person to pass the finance and management position. Last year, Seoul National University showed overwhelming performance, accounting for more than half with 8 students (57.1%), but this year’s results were a huge blow, leaving a deep scar on Seoul National University’s status.

In 2000, when the Law Journal began publishing statistics on those who passed the legislative examination, Seoul National University accounted for 46.2% with 6 students, followed by 33.3% (5 students) in 2001, 40% (6 students) in 2002, and 43.8% (7 students) in 2003. ) was maintained at around 40%.

However, in 2004, it fell sharply to 26.3% (5 people), and in 2005, it hit 24% (6 people), the lowest ever since statistics began. In 2006, it showed recovery again to 45% (9 people), and in 2007, it increased by a whopping 23 percentage points to 68% (17 people), reaching its peak with Seoul National University’s ‘sweep’ phenomenon.

It slowed down again to 56.5% (13 people) in 2008, but rose again to 60% (9 people) in 2009, and fell slightly in 2010 (53.3%, 8 people), but continued to fluctuate around 60%, racing without brakes. continued.

In 2011, Seoul National University’s status was shaken as it fell to 37.5%, but it performed well the following year and seemed to continue its dominance. However, in 2013, it reached a new low of 27.8%, damaging Seoul National University’s status. It seemed to rebound to 31.8% in 2014, but in 2015, it was 31.3%, the fourth lowest figure since the 2000s.

It showed a continuous increase to 47.1% in 2016, 50% in 2017, and 53.3% in 2018. However, it plummeted to 35.3% in 2019, and further fell to 29.4% in 2020, recording the lowest figure since 2005, shaking Seoul National University’s status. Nevertheless, it rebounded again to 52.9% in 2021, reaching the highest level in the past three years, and continued to grow at a high figure of 57.1% last year. However, this year, we were shocked by the unexpectedly low performance.

This year, the number of successful applicants from ‘SKY’ universities decreased to 8 out of 14 (57.1%) due to Seoul National University’s sluggish performance, and the bias among graduates from these universities was greatly reduced. On the other hand, last year, 13 out of 14 students were graduates of ‘SKY’ University, which was 92.9% of the total, which was an all-time high as the concentration phenomenon became extremely severe.

As a result of this year’s significant decrease in bias towards specific universities, the number of universities that produced ‘one or more’ successful candidates increased significantly from 4 to 9. This is more than in 2021 (7) and 2020 (8), diversifying the distribution of successful applicants to universities.

Meanwhile, the final successful candidate will begin working as a National Assembly official through training provided by the Legislative Training Institute of the National Assembly Secretariat, and will support the legislative activities of the National Assembly and National Assembly members in the National Assembly affiliated organizations such as the National Assembly Secretariat and the National Assembly Standing Committee.

The National Assembly Secretariat (President Lee Gwang-jae) held an appointment ceremony for new appointees to the Legislative Examination on the 5th. There were a total of 19 new appointments on this day. Of the 14 successful applicants this year, 10 were newly appointed. New officers will receive training at the training center until November 17th.
