Yongin Mayor Lee Sang-il Vows to Make City the World’s Semiconductor Capital by 2024

“This is dynamic innovative growth. “The most important policy will be to develop a world-class semiconductor city that will lead the national economy in 2024.”

In a New Year’s interview with the Seoul Economic Daily held at City Hall on the 21st, Yongin Mayor Lee Sang-il, who is in his 3rd year of the 8th popular election, said, “We will create settlement conditions in which cutting-edge IT talents who will lead the semiconductor center city will want to come to Yongin,” and “Semiconductor companies.” He emphasized, “We need to build a transportation network in all directions so that people can come and go without wasting time.” Mayor Lee believes that it is important to quickly prepare all necessary conditions in order to become the semiconductor capital.

The government designated 3.89 million pyeong, including the Advanced System Semiconductor National Industrial Complex, Yongin Semiconductor Cluster, and Samsung Electronics Giheung Campus, as a national high-tech strategic industry specialized complex and promised full support. Mayor Lee said, “We are trying to advance the start of construction of the national industrial complex by about six months from the end of 2026 as planned by the government.” He added, “The government is also providing support to speed up the project, such as announcing a policy to exempt preliminary feasibility studies.” He explained. He was confident, “As we have promised a work-live-play high-tech city using cutting-edge smart city technology, a comfortable new city where high-quality talents will reside will be created.”

Special interest and passion are also being put into building transportation infrastructure. Mayor Lee said, “As the government has announced its policy of building a metropolitan transportation system with transportation first and occupancy later, it must proceed quickly, unlike existing projects.” He added, “The semiconductor system stretches from Hwaseong to Anseong via Namsa, Idong, and Wonsam.” “For highways, the eligibility review has already begun, and we are focusing on expanding the road network, including the expansion of National Road No. 45, the expansion of the Mapyeong-Wonsam section on National Road No. 57, the construction of an alternative road on National Road No. 82, and the four-lane expansion of Local Road No. 321,” he said. He also added, “Connecting the urban railway, which is an essential means of public transportation in large cities, is also urgent, and we are discussing with the government to reflect the extension of the Gyeonggang Line and Seoul Subway Line 3 in the 5th national rail network plan.”

We are also not neglecting our efforts to foster semiconductor talent. Mayor Lee said, “The establishment of related departments in universities to train semiconductor experts and the establishment of a semiconductor meister high school are being promoted as planned.” He went on to explain, “We are also making investments to strengthen the educational conditions of elementary, middle, and high schools in the region,” and “We visited 185 schools one by one last year to replace old facilities and increase investment to strengthen school safety.”

As large-scale development is taking place, issues of resident relocation and compensation are also of interest. Mayor Lee said, “Because it is important to promote projects quickly, we emphasized that appropriate compensation and relocation measures must be presented to residents and companies in the area for smooth relocation, and requested the government to take prompt measures.” He added, “About 70 companies in the industrial complex are relocating. “We continue to demand measures, and we will soon be able to secure land for companies to relocate to through the creation of new industrial complexes,” he said.

Meanwhile, last year, the ‘High-Tech System Semiconductor National Industrial Complex’ (Idong, Namsa-eup area), the ‘National High-Tech Strategic Industry Specialized Complex’ (SK Hynix Yongin Semiconductor Cluster, Samsung Electronics Giheung Campus), and the ‘Semiconductor Specialized New City Development Plan’ in Idong-eup. When all these complexes are built, Yongin will account for one-third of the world’s semiconductor production.
