The Independent Anti-Corruption Commission has issued an arrest warrant from a magistrate for the arrest of Yang Linlong (58), a former adjunct associate professor in the Department of Chemistry at the Hong Kong University of Science and Technology. for a total of about 4 million yuan.

The case occurred between September 2011 and February 2019. At that time, Yang Linlong was responsible for 17 procurement and procurement activities, purchasing a range of laboratory tools and testing services for HKUST and its subsidiaries from Junke. and Micro Motion, in which it had direct or indirect financial interests. Under HKUST regulations, Yang Linlong, who is also an adjunct associate professor, is required to disclose his or her conflict of interest with the supplier before hiring any supplier. Furthermore, suppliers are also required to declare if they have any interest in HKUST personnel.

Yeung faces a total of 17 counts, namely three counts of conspiracy to defraud, contrary to common law, and 14 counts of fraud, contrary to section 16A of the Theft Ordinance. Junke (Asia) Pharmaceutical Co., Ltd. (Junke) sole owner and shareholder Ouyang Zhaoyu (42) and Micro Motion Inspection and Testing Co., Ltd. (Micro Motion) sole owner and shareholder Yang Zhaoan (40) were also charged. of the above expenses at the end of September. Yang Zhaoan became Micro Motion’s sole director and shareholder in late 2011. Junke was founded in mid-2012 and Yang Zhaoan was its sole owner and shareholder at the time. Ouyang Zhaoyu replaced Yang Zhaoan as a relevant position at the end of the same year.

The conspiracy charge alleges that Yang Linlong is suspected of conspiring with Ouyang Zhaoyu or Yang Zhaoan to defraud HKUST, hiding his interests in Junke and Micro Motion while Yang Linlong is obligated to disclose any conflict of interest with HKUST in advance and induce HKUST a Three of the aforementioned bidding and procurement activities involved Junke and Micro Motion, and involved the full payment of invoices by the two suppliers.

The remaining allegations claim that Yang Linlong, along with Ouyang Zhaoyu or Yang Zhaoan, allegedly concealed Yang Linlong’s interests in Junke or Micro Motion, leading HKUST or its affiliates to involve the two suppliers in 14 other procurement and procurement activities. The 17 bidding and procurement activities resulted in a total of approximately 4 million yuan.

Having previously received a corruption complaint, the ICAC initiated an investigation and, after completing the investigation, sought legal advice from the Justice Department. After obtaining legal advice, the three were prosecuted. Since Yang Linlong left Hong Kong on Friday (7 October) the ICAC asked the Magistrates Court for an arrest warrant and a warrant was issued by the magistrate.
