Xinjiang’s Alashankou and Horgos Ports: Key Players in China’s Belt and Road Initiative

CCTV News: Xinjiang is located in the northwest of my country, with a land border of more than 5,700 kilometers, bordering eight countries, and 18 ports open to the outside world. It is China’s most convenient land passage connecting Central Asia, West Asia and Europe, and it is also the ” The core area of the Belt and Road Initiative. Starting today (November 14), we will launch a series of reports “Looking at Xinjiang from the Port” for three consecutive days to take you to experience the development vitality and harmonious new picture of Xinjiang. Today, we first go to the Alashankou Port and Horgos Port in Xinjiang.

Alashankou: Give full play to its advantages to transform “channel economy” into “industrial economy

Alashankou is an important energy resource channel in my country. In recent years, the local area has continuously improved port customs clearance efficiency by building Asia’s largest indoor container changing warehouse, a 5 million-ton bulk grain railway line, a 1 million-ton grain and oil warehouse, etc., relying on transportation advantages to transform the “channel economy” into an “industry” Economy” and create a logistics and processing hub for the “Silk Road” economic belt.

Main station reporter Cui Ning: Behind me, there are two dressing warehouses, one small and one large, one old and one new. They are mainly used for dressing inbound China-Europe trains. The smaller one also looks older. It was built in 2008 and has been in use for 15 years so far. With the continuous advancement of the “Belt and Road” initiative, the number of China-Europe trains entering and exiting through Alashankou Port has increased from an initial monthly average of 3.5 trains to a daily average of 17 trains. Therefore, its existence is far from being able to meet the current development needs. Because of this, a large reloading warehouse has been built next to it. After it is completed and put into operation, it will replace it and become the largest indoor container reloading warehouse in Asia. Install the library.

Zhu Mingzhong, a cargo worker in the cargo workshop of Alashankou Station in Xinjiang: This track is our country’s track. We call it the standard track. The distance between the two rails is 1435 mm, and the track on the opposite side is the track gauge from Kazakhstan. Its The track gauge is 1520 mm, which is wider than ours, so we call it broad gauge. After the China-Europe trains and Central Asia trains from Kazakhstan arrive at Alashankou, they must enter our warehouse for transloading operations, which is to load the containers from their trains onto our trains. (After installation), it can be sent to all parts of the country.

Alashankou is located in the wind zone between Alatau Mountain and Barluk Mountain at the northern foot of the Tianshan Mountains. It is windy for more than 100 days a year. With such an indoor container changing warehouse, it can effectively avoid the interference of windy weather and ensure that the changing operations of China-Europe trains can be carried out at any time.

At present, the overall construction progress of the new reloading warehouse has been completed by 95%. The three sets of new high-speed bridge crane main beams have been installed and are about to enter the joint debugging and testing stage. It is expected to be put into use around November 20.

Zhang Gang, Deputy Manager of the Alashankou Indoor Container Changing Warehouse Project of China Railway No. 1 Bureau: The new warehouse is 11.5 meters wider than the old warehouse. This stacking area is larger. After the two standard and wide gauges are separated, the whole train can be changed. And (in addition to) using the bridge crane method for reloading, you can also use the front stacker method for reloading, which will increase the reloading efficiency by about 50%.

Gong Jun, leader of the cargo loading workshop at Alashankou Railway Station in Xinjiang: After our new loading warehouse is built, our annual loading capacity will be 300,000 TEUs. The old warehouse’s annual loading capacity will be 200,000 TEUs. The new warehouse will have an annual loading capacity of 300,000 TEUs. After completion, the old warehouse will continue to be used. The annual reloading capacity of the two warehouses can reach 500,000 TEUs, which is more than double the previous annual reloading capacity.

As the largest land port in Xinjiang and an important energy resource channel in my country, Alashankou Port not only builds Asia’s largest indoor container changing warehouse to improve customs clearance efficiency, but also relies on the channel advantages to increase grain trade cooperation with neighboring countries and accelerate grain modernization. Logistics center construction. At present, the (port) has attracted 14 leading imported grain and oil processing companies to settle down, forming a complete industrial chain integrating import, processing, transportation and sales, transforming the “channel economy” into an “industrial economy”.

In the Alashankou Comprehensive Bonded Zone, this company imports bulk oil crops such as safflower seeds and linseeds from Central Asian countries, converts and processes edible oil and feed on site, and then sells them across the country.

Liu Xiaofeng, the person in charge of Xinjiang Alashankou Jinmu Biotechnology Co., Ltd.: Our maximum volume per day, combined with truck transportation and railway transportation, can import 800-1,000 tons of raw materials, which closely connects the foreign raw material market with the domestic consumer market. Together, and with the various preferential policies of the Comprehensive Bonded Zone, production will be smoother and raw materials will be abundant, making our industry bigger and stronger.

With the further advancement of the “Belt and Road” initiative, Alashankou will continue to improve its grain storage capacity and improve the construction of supporting facilities for processing agricultural and sideline products, making Alashankou Port the largest import volume of grain in Xinjiang, with the most comprehensive grain-related infrastructure and on-site processing and transformation The most capable port.

Chen Yanqi, deputy director of the Xinjiang Alashankou Comprehensive Freeze Zone Management Committee: So far, we have completed the construction of 600,000 tons of barrels. It is expected that by the end of the “14th Five-Year Plan”, the park’s (grain) storage capacity will reach 1 million tons. Grain and oil The industry (output value) of animal feed can reach 10 billion yuan.

Horgos: Polishing the new business card of the Silk Road corridor

Horgos borders Kazakhstan, and here is the first cross-border economic and trade cooperation zone established between my country and other countries – consisting of a Chinese area of 3.43 square kilometers and a Kazakh area of 2.17 square kilometers, with a total area of 5.6 square kilometers. China-Kazakhstan Horgos International Border Cooperation Center. Over the past ten years since the “One Belt, One Road” initiative was proposed, this place has experienced rapid development and has become a bright business card for Xinjiang to accelerate the construction of the core area of the “One Belt, One Road” initiative.

Before ten o’clock every morning, a long queue forms outside the China-Kazakhstan Horgos International Border Cooperation Center. Merchants and tourists from China can enter the cooperation center in less than ten minutes with valid documents.

Ji Wenxu, Director of the Border Inspection Department of Xinjiang Horgos Entry-Exit Border Inspection Station: The average number of passengers per day reached 13,000, and the highest number reached 27,000.

At the other end of the cooperation center, tourists from Kazakhstan and other Central Asian countries will enter the cooperation center in this minibus. This channel connecting the two countries has also become a popular check-in place for everyone to arrive first.

Headquarters reporter Cui Ning: Look at my feet. This side is China’s land, and this side is Kazakhstan’s land. People can travel between the two countries here and come and go freely. Not only can they travel, shop, and negotiate trade, but they can also enjoy tax-free policies.

Dasdan and his friends came from Almaty, Kazakhstan, and came to the China-Kazakhstan Horgos International Border Cooperation Center for the first time. The rich Chinese products here made them feel the rapid development of China’s manufacturing industry.

Dasdan Akmolzaev, a tourist from Kazakhstan: I like all (the products) and they are very satisfactory. I think this is a very important advantage for the economy of China and Kazakhstan, not to mention ours. There is a lot of trade between them and everything is great.

As my country’s first cross-border economic and trade cooperation zone, the construction of transportation corridors such as China-Europe trains and cross-border highways in recent years has also brought high-quality goods from all over the world here.

Zhang Xiaoan, head of the duty-free shop at the China-Kazakhstan Horgos International Border Cooperation Center: Sales of some European cosmetics, Australian health foods, and some foods from the five Central Asian countries are very good, including biscuits, chocolates, and Honey. The turnover of these products can account for about 70% of our total turnover.

The rapid development of port trade has also given rise to some new occupations. Nurboli is known as the “national packager”. His job is to collect and package the large and small commodities purchased by everyone every day to facilitate customs clearance.

Nurboli Abduali, a professional packager at the China-Kazakhstan Horgos International Border Cooperation Center: These people come to this cooperation zone (center) from countries such as Kazakhstan, Uzbekistan, Russia, and (Kyrgyzstan) Shopping, clothes, suits, shoes. Hundreds of people come to this place a day, and now there are more and more people. I pack like this every day, (to pack) 60 bags a day, (to use) two boxes of tape. .

Headquarters reporter: How long does it take to pack a package?

Nurbol Abduali, a professional packer at the China-Kazakhstan Horgos International Border Cooperation Center: One package every 6-8 minutes. There are more and more people in our cooperation area (center). There are more and more people, which makes it easier to do business.

With the continuous advancement of the “One Belt, One Road” initiative, the China-Kazakhstan Horgos International Border Cooperation Center, as a window for cross-border trade cooperation, is welcoming more and more new friends while also witnessing the exchange of many old acquaintances. The deep friendships made here. During the interview, we met Gulinara who came here to visit an old friend.

Gulinara is the leader of a tour group in Kyrgyzstan. Every time she comes to China, she walks around and helps customers choose their favorite products. Over the past few years, she has made many Chinese friends.

Kyrgyzstan tour group leader Gurinara Ruisgulova: I have met many Chinese friends. In the eight years since I came to China, we have become brothers and sisters. I think there is no better initiative than the “One Belt, One Road” initiative. Well, it would be even better if the China-Kyrgyzstan-Uzbekistan railway is opened to traffic.

Liu Ying, a Chinese merchant: Because of the “One Belt, One Road” initiative, we have friends from various countries, and we get along very harmoniously and very well. I think the “Belt and Road” will develop better and better, and I hope it will be more prosperous in the future.
