Back-to-school tour for rector Gilles Halbout who “went to meet colleagues, newcomers and those who are returning”, starting this Monday morning with the college of Labattoir, one of the largest in France with 1946 students enrolled. A small town.
The opportunity for the captain of the “rectorate” vessel to “outline” this school year which is beginning.
First, on the health situation, the rectorate starts with a preventive tightening of bolts. “On the health protocol, we are going to align it with that of Reunion, a reinforced level 2 protocol, because even if Mayotte is in green, we are vigilant, therefore the protocol is in the yellow. So it is the wearing of the mask from the first grade, reinforcement of cleaning measures in the classrooms, vigilance for sports activities, barrier gestures, hand washing and brewing ”. A protocol which takes into account the most precarious and which aims for safety. “We will distribute masks for families who have not been able to make the purchases. We have reactivated our cell on contact cases. In primary school as soon as there is a case, we close the class, and like last year in middle and high schools, when there is a case we study the risky contact cases, these students are isolated ” .
In this “device for preventing the spread of the epidemic, vaccination is an element to be taken into account” continues the rector who, speaking to the hundred or so professors from the college of Labattoir present for this pre-school year, said said he believed in the “collective intelligence” and “common sense” of teachers. All with an open mind. “There is no health pass, there is no obligation to be vaccinated, but we know today, vaccination slows the spread of the virus, it also limits severe cases, we have 10x less chance of going to intensive care when you are vaccinated, but it is not the only one, so we remain measured, cautious, vaccination is not everything but it is still a plus. We will allow families who want, on a voluntary basis, to have their children vaccinated. We will send letters in all languages to remind people, vaccination is not compulsory, but it is possible, it is recommended, and we will do everything to help the health authorities to deploy vaccination centers. “A clear position taken which” does not prevent the debate “, however, smiles the rector, essentially inviting the teachers to take up this topical issue to open the discussion with the students.
A pedagogy that goes beyond the school framework
Students who are also of course at the heart of the educational project, which is particularly in Mayotte in taking into account the problems of the territory, foremost among which is illiteracy and violence.
“For pedagogy, we will continue to develop our academic project. In Mayotte, there are three salient points. First, a reflection on priority education, it is to give more to those who need it most, with in Mayotte a reflection on the convergence of the REP, REP + systems and an alignment from above obviously. We are also starting a number of experiments in areas that are not REP + but in which we want to strengthen priority education, with new measures and specific support. The second point is differentiation, it is to treat students who are in serious difficulty differently so that they do not accumulate these difficulties from year to year, because we have students who do all their schooling without even having the basics of French. At the same time we must give appetite to students who want to go faster, go further, join the ropes of success, in courses of excellence, which already aim for high-level higher education. We must therefore show all the students of Mayotte that anything is possible. The figures show it, a final year student in Mayotte has the same chances as everywhere in France of entering a very good school, you still have to have the will to go all the way, so you have to support from an early age. .
The third point is educational continuity, it is work that we must do with neighborhood associations: develop the cultural and sporting fabric, work with town halls and elected officials so that what is done at school continues to be done elsewhere, with refresher courses, that we allow parents to learn French, and that we have even more schools for parents, that we develop places of culture, sports venues, we will work with the DAC to support the emergence of new cultural venues. It is important that outside of school these young people can continue with an associative life, a group life, and that we put an end to these inter-village wars and the wandering of young people.
“Good news” for teachers?
Of course, the pupils need the personnel who support the National Education. As we know, Mayotte is subject to a significant turnover. The lack of leisure activities, the cost of living and insecurity are the reasons for the motivation of many professionals who desert the island. The unions have been calling for a number of measures for several years, and some have been heard.
“We had a great deal of reflection on the measures intended for staff, on the teacher of the 21st century. All Grenelle education workshops resulted in 12 proposals at the national level, and at the local level we deployed these proposals through our local roadmap. It highlights a number of points that were raised by the unions and on which we want to move forward, ”assures Gilles Halbout. “I am thinking in particular of support for retirements, of attractiveness measures, in particular the ISG for all those who come from metropolitan France, but also of stabilization measures, we are talking about alignment with Reunion for the ‘indexation, we are talking about measures of attractiveness in terms of housing – discussions are underway with the SIM on this component Editor’s note – we are talking about leisure and sports activity, for our colleagues, in connection with the CD that responds in favor of this proposal to open up access to recreational or cultural activities for national education personnel, and as a result develop them in the territory, and thus develop in the territory a new form of tourist, sporting and cultural economy . It’s give-and-take. It is part of the challenges of the roadmap. We also have measures on AESH (accompanying persons with disabilities), AED (educational assistants) and the upgrading of the function of school director ”
So many measures of attractiveness but also loyalty that were urgently needed, while the number of students is increasing year after year.
“This year we should have 2,400 more students in the first level, especially with the strengthening of schooling for 3 to 6 year olds, and around 1,500 more students in the second level, with the fight against dropping out of school, with places in addition in high school, particularly on vocational training, CAP and bac PRO ”details the rector.
To take care of all these students, there is a lack of full teachers. “The proportion of contract workers remains the same, around 20% in the first degree and 50% in the second degree. In fact, we had 155 more positions in the first degree, unfortunately the balance between the entrants and those who left is not 155. In the 2nd degree, we have 110 more positions, and here again the balance is not 110 so the ratio remains the same, with around 50 more contract workers. “
Among the solutions: locally training contract workers, who are thus established with a commitment to Mayotte. The measure already exists for school teachers and is intended to be extended to the second level. “We hope in the long term that the open competitions, specific with assignment in Mayotte (the only thing that changes is that the 1st assignment is in Mayotte) will bear fruit, the best way to be attractive is to train staff who are already there and hope that they will stay to fight against this lack of attractiveness ”. At least, “the figures have not improved but they have not deteriorated this year either” concludes the rector.
The last major component of this new school year is, of course, securing schools, their surroundings and public transport. This Tuesday the rector has planned a tour of the schools, this time in the presence of the prefect. There is no doubt that this hot topic every year will be at the heart of a number of discussions.
