Witness Testimony: Resignation from Bakti Kominfo due to Heavy Target for BTS 4G Corruption Case

The public prosecutor (JPU) presented the Head of the Bakti Kominfo Backbone Division Guntoro Prayudhi as a witness in the case corruption BTS 4G. Guntoro admitted that he resigned from his previous position at Bakti Kominfo because the target for the BTS project was too heavy.

Guntoro testified for the defendant former Minister of Communication and Information Johnny G Plate, former Bakti Director of Bakti Kominfo Anang Achmad Latif, and Expert at Human Development University of Indonesia (Hudev UI) Yohan Suryanto at the Jakarta Tipikor District Court, Tuesday (22/8/2023). He said that initially Johnny Plate targeted 7,904 BTS to be completed in 1 year

“Then what is your response that there is a target from the Minister for 7,904?” asked the prosecutor in court.

“First, I don’t know the mechanism yet, so we need an explanation. The first is how to distribute it in a certain period of time, whether directly or in stages. The second is how the areas are determined. The third is how the budget is. This is important because , if it’s not available, of course it won’t work.Then the last thing we do is RFI (request for information), what is the industry’s ability tosupport we are building this, whether they are capable or not,” Guntoro answered.

Guntoro said he also discussed with the former Director of Bakti Kominfo Anang regarding the target of 7,904 BTS. He said one of the things being discussed was the tight time to complete the project.

“When Mr. Anang as CEO conveyed to you, 7,904. What did you convey to Mr. Anang?” asked the prosecutor.

“Like our usual discussions, we also often communicate with Mr. Noeg (Director of Bakti Kominfo Infrastructure, Bambang Noegroho), there concern we and our friends are, firstly, time is tight, secondly this budget issue is also being discussed because Bakti’s budget only relies on PNBP or BLU is not enough. Then next is who will do it,” Nugroho replied.

“Then what was the tone of the protest conveyed after you stated to Defendant Anang, what did you convey?” asked the prosecutor.

“Yes, in the discussion, we both know that it is difficult to carry out, but indeed the order is to continue,” Guntoro replied.
