In step 13, Becal asked for approval for a $ 30 million Inter-American Development Bank (IDB) loan to bolster the programs. While the Ministry of Health has asked the IDB for a loan of 45 million dollars.

Similarly, a loan of approximately $ 63 million from the Japan International Cooperation Agency (JICA) and another $ 115 million from the IDB was envisaged and, finally, in point 20, a budget increase requested by the National Cement Industry.

The president of Congress, Óscar Salomón, checked the quorum and when it was verified that it had not met, the legislators left the session. In total, about $ 500 million is at stake, which is expected to be approved for various state institutions.
