If we did not have an idea that the accumulated problems in the individual systems should be solved and financed, we would not have introduced such an update, Goranov pointed out. He stated that usually the mover must defend the bill he moves. However, he found it difficult to defend it because it did not reflect any of his views on how public finances should be managed.
It is heard from various countries that we should lower the deficit below 3%, reduce expenses – yes, we also want it and we will do it, but now the state must be a correct payer, said Goranov. He emphasizes that the biggest disadvantage regarding the 2014 budget comes from the too optimistically planned revenue part of the budget. According to him, it could have been fulfilled, but it required serious efforts, which did not take place. The result is over BGN 1 billion and 60 million less revenue than Minister Chobanov had proposed. The problems in health care could not be controlled either. A Law on the Ministry of Internal Affairs was adopted, which is financially unsecured, which inflated the expenses in the system of the Ministry of Internal Affairs, the Minister of Finance emphasized.
We could have not filed an update, then the state would have stopped paying. We are now legitimizing the bill, but not the new government. The excess deficit is not our view of the fiscal position, the failure of revenues is also, but we are obliged to legalize what has been happening in the past year, he commented.
The Finance Minister summarized that the 2014 state budget update draft proposed steps to reduce costs where possible, address the most pressing issues in individual systems and texts related to overcoming the malaise in the banking system since summer. It is necessary, according to him, to provide the necessary financing so that the state guarantees that at the beginning of December every Bulgarian citizen who was a depositor in KTB will get access to the funds. There are also texts that correct some imperfections of the current legislation and guarantee that access to the funds of the depositors in KTB will be guaranteed and they will receive their funds as quickly as possible, said Goranov. He stated that the 2015 budget will have a deficit below or equal to 3 percent of GDP.
