Hello Kathe,
Your question deals with entry and exit from non-EU countries, and more specifically Monaco.
Here is what the Quai d’Orsay says on the subject: “any entry into France and any exit from our territory to or from a country outside the European area (European Union, Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, Holy See and Switzerland) will be prohibited, unless there is a compelling reason, from Sunday January 31, 2021 “.
Then, “as regards the European area (European Union, Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, Holy See and Switzerland), all international travel – from abroad to France and from France to ‘foreign – remains totally and strictly not recommended until further notice “.
What should we conclude from this? Travel is not prohibited but “strictly discouraged until further notice”.
While teleworking is encouraged in Monaco or even restaurants are only accessible to residents and employees of Monaco, travel remains free.
However, the police monitor the influx of people at the entrances and can carry out stricter border controls in the event of high traffic due to events. Only then must we justify a compelling reason.
But the situation only arose twice: on the evening of December 31 and the second weekend of the sales when they had not started in France.
Cordially.
