What’s up doc: Why did you want to change Scope Santé, what does QualiScope what’s more ?
Emmanuelle Bara : The main reason for this change is material. At HAS, we have initiated a new system for certifying healthcare establishments, and for technical reasons the Scope Santé platform could not accommodate the technical platform for the results of the new certification. As we had to overhaul Scope Santé anyway, we took the opportunity to rework it more globally. With Scope Santé, we didn’t get many views and the site lacked ergonomics.
What does certification consist of?
Emmanuelle Bara : The mission of HAS is to measure the quality of public and private health establishments throughout France in order to improve them. We evaluate them all on the quality of their care every four years. It is a regulatory obligation.
What is the objective ?
Emmanuelle Bara : The goal is to measure something that makes sense from a quality point of view with the idea of improving it. The results of the indicators are primarily intended for the establishments in which we measure them. It is a way for any public or private hospital, CH, CHU to situate itself, and to know what in terms of quality works well or less well.
This makes it possible to situate oneself in relation to establishments in the same sector, or similar throughout France. We first send the results to the health facility and the state. They are then visible, on the platform, to the general public. We want them to be understandable and accessible to ordinary mortals.
This information may be of interest to someone who will soon be hospitalized, a relative in hospital, or even a doctor who wishes to refer a patient to a healthcare facility. Hospital staff may find it useful. They don’t necessarily know what is happening at the governance level, what is being measured. They can thus locate themselves. When the results are good, it is extremely rewarding. When they are less good, it makes it possible to know why this or that policy is applied.
What are the criteria used to establish this score?
Emmanuelle Bara : These are the criteria for improving the quality of care within healthcare establishments linked to the HAS policy. For example, there is a patient satisfaction and experience indicator for anyone hospitalized in day surgery, obstetric surgery and, soon, in SSR (follow-up and rehabilitation care).
If you are hospitalized, in the following two weeks, you will receive an extremely precise questionnaire on your lived experience, what seemed to you good, and not so good. Whether at the entrance in terms of care by professionals, meals, room, at the exit, the level of organization… All this questionnaire makes it possible to establish a score out of 100.
At the moment, there are only fifteen satisfaction criteria in terms of quality and experience. Following the evaluation, the establishment can be certified, certified with honors, certified with conditions and finally not certified.
How do you award certification?
Emmanuelle Bara : The frame of reference sets fifteen objectives which define what is expected of a hospital today in terms of quality of care. One of the criteria, for example, concerns respect for the patient. Other criteria relate to governance and the control of risks associated with care.
These 15 objectives are themselves divided into several criteria, themselves divided into numerous evaluation elements. It is on this basis that, every 4 years, visiting experts, trained by the HAS, carry out an audit visit which assesses the institution’s ability to meet these criteria. Thanks to these, the HAS commission determines the level of certification of the establishment.
What do you do if the establishment does not obtain its certification?
Emmanuelle Bara : In the case of establishments certified with reservations, we come back in the following months to check that what is needed to be certified has been put in place. If the situation is really worrying, we want to review it as soon as possible. The object of the game is not in the sanction. We act on a case-by-case basis.
How do you see QualiScope in the future?
Emmanuelle Bara : Our ambition is for everyone to be able to use QualiScope, especially general practitioners. Often a general practitioner has his network, we would like him to use it to have additional elements when he advises his patients.
In the future, we imagine QualiScope richer in data. It will be up to date in January 2023. We would also like it not only to be distributed on the HAS website, but also on those of health establishments, mutual insurance companies, in all places where French people seek information in health terms.
