In 2015, the development of a legal basis for cultural funding was promised as part of the cultural model. Now the draft ordinance is being discussed, as the city of Winterthur announced on Friday. This takes around two months.
The regulation should form the legal basis for a coherent cultural policy and take long-term perspectives into account. With this regulation, the city is also formally committed to promoting culture.
The present draft for a regulation on the promotion of culture is kept lean. On the one hand, it legitimizes the status quo of previous, proven practice and, on the other hand, takes into account various issues that will help determine the cultural developments and needs in the city of Winterthur in the next few years.
The city council should continue to periodically update the strategy of promoting culture in a cultural model, evaluating the past period and taking current trends into account, and bring it to the attention of the city parliament.
