Winterthur says yes to 293 million for KVA!

On Sunday, the people of Winterthur said yes to a loan of 293 million francs. The money will be used to renew one of the two incineration lines at the waste incineration plant (WIP). This will provide 30 percent more district heating.

28,595 residents voted for the loan, while 4,256 voted against. This corresponds to a yes share of 87 percent. Voter turnout was 46 percent.

Financing the KVA conversion

It was the highest amount that the Winterthur electorate has ever voted on. However, no tax money is being used. The conversion of the waste incineration plant is being financed entirely through revenue, i.e. through the sale of electricity and heat and through waste disposal fees.

The second incineration line, which is now being renovated, dates back to 1993 and has reached the end of its service life. However, the new furnace will not increase capacity. 190,000 tonnes of waste will continue to be incinerated each year.

Objective: Ecological improvements

The aim, however, is to achieve ecological improvements and more district heating. The waste heat from flue gas cleaning is now also being used. With the same amount of waste, 30 percent more heat can be produced and distributed in the district heating network.

The system that cleans the wastewater from the flue gas scrubber is also being renovated. This will enable up to 7.5 tons of gypsum to be recovered per day, which previously ended up in landfill. Construction will start in two years, and work is expected to last until 2031.

The city council and city parliament also spoke out in favor of the reconstruction.
