Will Leave From Rokan, What Left behind Chevron?

Jakarta, CNBC Indonesia – The transition to the management of the Rokan Block from PT Chevron Pacific Indonesia (CPI) to PT Pertamina (Persero) will take place next year, precisely on August 8, 2021. Until now the process of transfer of management is still ongoing.

Deputy of Operations of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Fataryani Abdurahman said the transition to the Rokan Block when compared to other Work Area (WK) transitions, was still quite good.

Because Chevron still wants to invest until the end of the Rokan Block production sharing contract (PSC). Fatar said that what will be invested is drilling, because Chevron feels there is a responsibility to hold the decline.


“November drilling until early August or late July, hopefully 114 new wells will be worked on, 3 of them re-entry old wells. Chevron itself is not fully enjoying this well-age, Pertamina will enjoy a lot,” he explained.

It is targeted that there will be 2 rigs this year, so that it can drill 14 wells, and until July 3 more rigs can be reached so that it can drill 114 wells.

“Our hope is that when the investment runs, we will invite Pertamina to take 1 year to continue, so that in August they can drill at least 10 rigs so that 200 wells in the end of 2021 can be achieved. This is good enough,” he said.

He further said that there is no obligation on the PSC to propose ASR funds. But Chevron is willing to propose for ASR and government funding to follow the cost recovery. So at least until 2021 there is a reserve.

“We are working intensely with KLHK to finalize the environmental obligations. In this week the team goes to the field, this sampling is the last portrait of the environment so that our agreement with Chevron is clearer and auditable. The agreement is completed in August, hopefully November will drill,” he explained.

The same thing was said by the Head of SKK Migas Dwi Soetjipto. According to him, related to the transfer of management of the Rokan Block, what needs to be understood is that it still refers to the old Production Sharing Contract (PSC).

So there is no obligation to post-mining ASR reserves. There are two ASRs and the settlement of contaminated land which of course cannot be completed in 2021 when it switches to Pertamina.

“In fact, we are looking for efforts to overcome and prevent dispute in these two cases with the programs submitted. I ask for one of them an audit and other matters related to the post-mining program figures,” he said.
