(PLO)- According to the director of the Department of Natural Resources and Environment, this agency and localities are removing obstacles so that by the end of 2023, it will issue 45,000 certificates.

On August 9, Ho Chi Minh City Department of Natural Resources and Environment held a ceremony to award certificates, ownership of houses and properties attached to land (abbreviated as Certificates) to religious organizations. Accordingly, there are 30 religious organizations in the city that have received certificates in this batch. The Department of Natural Resources and Environment also said that by the end of 2023, it will handle the issuance of certificates for 45,000 cases.

Continue to remove obstacles to grant certificates to religious organizations

At the certificate handing ceremony, 30 religious organizations were granted certificates, including temples, parishes, churches, Protestant churches, legal institutions, etc. In which, pagodas had the largest number with 13 cases granted certificates.

According to Mr. Nguyen Toan Thang, Director of the Department of Natural Resources and Environment, since 2005 up to now, the city has reviewed, submitted for recognition and granted more than 802 pink books to religious organizations with an area of ​​more than 2 million m2.

For the slow issuance of pink books to religious establishments, the reason is due to urban planning, management of papers and land, overlapping boundaries and boundaries with households… To push forward In order to speed up the issuance of pink books for religious establishments, Mr. Thang said that he would carefully consider the origin and legality of land, each plot of land, and each establishment through stages and periods. At the same time, it will coordinate smoothly between relevant agencies and units to properly apply the law to the cases.

Mr. Nguyen Duy Tan, Deputy Director of the Ho Chi Minh City Department of Home Affairs and Head of the City’s Religious Affairs Committee, suggested that religious organizations proactively declare and register land to be granted a pink book according to regulations. In addition, Mr. Tan asked the People’s Committees of districts and Thu Duc City to make a list of religious organizations that have not yet been granted pink books. After that, it is necessary to guide religious organizations to declare and register land for recognition, and coordinate with People’s Committees of wards and communes in reviewing the current status of land use, reporting on land origin and land use.

“On the basis of the list of religious establishments using land provided by the People’s Committees of districts and Thu Duc City, the Religious Affairs Committee will have an opinion on the recognition and issuance of pink books for religious establishments according to regulations. determined,” said Mr. Tan.

At the certificate handover ceremony, representatives of religious institutions thanked relevant agencies for creating conditions for religious establishments to exercise their land use rights such as repairing and building items. necessary.

By the end of 2023, the pink book will be issued for about 45,000 cases

Talking more with the Law of Ho Chi Minh City on the issue of certificates, Mr. Nguyen Toan Thang said that according to the directives of the Central Committee and the City Party Committee of Ho Chi Minh City, the city must issue all certificates to people. Up to now, the city has granted the organization the first certificate of more than 1.5 million with an area of ​​​​nearly 120,000 hectares (92.47%). The number of certificates granted to individuals is more than 1.57 million (reaching 99.07%).

According to Mr. Nguyen Toan Thang, from now until the end of the year, nearly 45,000 cases will be completely resolved in two groups, the rest will continue to be implemented in the near future.

In addition, the city’s land registration industry has also registered real estate changes for nearly 150,000 GCs. In which, for organizations is 5,246 certificates, for individuals is nearly 145,000 certificates. “Currently, the whole city has granted 99.07% to individual households, the rest has not been granted due to a few problems such as buying and selling by hand paper, unresolved disputes over land… Localities and the Department of Natural Resources and Environment are coordinating to solve the problems to serve as the basis for granting certificates for these cases,” said Mr. Thang.

For organizations, currently the city has provided about 92%. As for some land belonging to agro-forestry enterprises, a number of other organizations such as non-business units, religious organizations, and the Department of Natural Resources and Environment are also coordinating with the locality to issue pink books for these cases. Particularly for commercial housing projects in the area, in the past time, Ho Chi Minh City has issued more than 113,000 pink books, currently 78,000 cases have not been issued pink books.

Regarding the difficulties in the issue of granting certificates in Ho Chi Minh City, Mr. Nguyen Toan Thang said that there are many reasons leading to the delay in the issuance of pink books. Specifically, for commercial housing projects, in many cases, the investor has submitted an application for a pink book to homebuyers, has issued tax notices, and waited for people to pay taxes. There are also cases where investors and homebuyers have not yet submitted documents and are dealing with them. Others are entangled with regulations on new types of real estate. There are also cases where the issuance of pink books must be temporarily suspended due to the fulfillment of additional financial obligations or due to inspection and investigation…

In order to speed up the issuance of certificates for 78,000 cases of commercial housing projects in the area, Mr. Thang said that many groups of solutions have been deployed to solve them. “We are implementing a plan with seven groups of solutions to solve more than 78,000 pink books that still have legal problems, confirm financial obligations, businesses are slow to submit their pink book issuance documents… The plan is from here. By the end of the year, we will completely solve two groups of nearly 45,000 cases, the rest we will continue in the near future” – Mr. Thang information.•
