Teenager is a genderless term, like human. Teenagers simply refer to people between the ages of 13 and 19, regardless of their gender.
Kylie Jenner did a lot of advertising for herself in the relevant target group and that was also taken up. And younger teenagers have always oriented themselves more towards older people than towards their peers.
Kylie Jenner is rich, famous, successful and of course there are always some people, especially suggestible ones, who emulate such people in order to be regarded as well. And younger people are usually more suggestible and easier to impress than older people.
But I doubt whether all teenagers really have people like Kylie Jenner as their ideal of beauty, or whether their followers are simply the loudest in this age group.
