Why are there delays in real estate operations in the Property Registry?

A union conflict raises the level of tension in the real estate market in the province of Buenos Aires. They are going more than two months since a self-convened assembly of the staff of the Real Estate Registry of the Province of Buenos Aires initiated protest measures. Many of the state employees are withholding tasks to demand a salary recomposition and improvement of working conditions.

The interruption in the tasks removes legal certainty from the parties involved in carrying out any operation with real estate. “This not only paralyzes the real estate market for deedsfor which there is lower collection for the Province of Buenos Airesbut also stops all the previous part of the rental contracts for the reports of the necessary properties that are presented as collateral, the succession judicial files in which a domain report of the properties involved must also be presented, on the other hand, it paralyzes the part prior to the real estate ownership transfer business, the purchase and sale because reservations or tickets cannot be signed and domain reports cannot be accredited, therefore deeds cannot be signed either”, he had warned in dialogue with THE NATION the Secretary of the College of Notaries of the Federal Capital, Bernardo Mihura de Estrada.

As for the Protestants, they denounce that do not agree with the recently established agreement between the three unions that represent them and the Ministry of Economy. The discontent of the employees even led to multiple disaffiliations with the corresponding unions, which frequently take place on the ground floor of the College building.

Given the urgent need for a solution to keep alive a market that was already in crisis, the College of Notaries of the Province maintains active contact with the Ministry of Economy, with whose authorities they will meet again next week to try to reach a solution.

Claims for a resolute response also came from officials. Provincial Deputy Valentín Miranda from the Juntos block had published on his Twitter account the presentation of a draft declaration in the Chamber of which he is a part to request a quick solution to the conflict.

Given the lack of response, the Deputy reiterated his request to stop the “serious consequences for commercial operations and judicial procedures” that the retention of tasks means.

From February to March, the real estate market grew surprisingly in the Province of Buenos Aires. From the second to the third month of the year, the number of operations increased by 56%, according to information provided by the Buenos Aires Notaries Association. Such is so March registered 6,494 real estate deeds, which in turn represent a year-on-year increase of 2.17%.

In the quarterly analysis, the Province of Buenos Aires accumulated 14,518 real estate purchase and sale operations.

Despite the fact that the numbers show an evolution, the authorities of the College of Notaries do not detect in these a substantial change in the real estate panorama. “The market situation has not changed. We continue to observe small variations that do not represent a consolidation of the activity”, indicated the President of the College of Notaries of the Province of Buenos Aires.
