307 companies for international transport turned out to be registered at one address in Petrich. This shows an inspection of BTV.
The branch union, the Union of International Carriers, suspects that some companies, mostly owned by foreigners, drive and earn without meeting legal requirements.
The Automobile Administration reports that a procedure for revoking their license has already been launched against some of the companies.
No managers or technically competent persons were found at the address, only two accounting offices.
“Many companies that are in the commercial register are almost non-existent here at the address. If they no longer meet the requirements, the procedure for revoking the relevant license is undertaken,” said a woman living in the area.
A total of about 50 transport companies are registered in two private apartments in another block in Kyustendil.
“I am a lawyer, all foreigners who come to Bulgaria, I accommodate them at my address, so that there is correspondence that comes to me and I transmit accordingly. As their representative, do you know if they have offices or not?” a lawyer told BTV.
After an inquiry to the Executive Agency “Automotive Administration” confirmed that the problem with the so-called. “companies mailboxes” is not from yesterday.
“Of these 307 companies, we have conducted numerous inspections during the year. There are 58 companies that have not proven financial stability and for which revocation of licenses have been initiated. Now representatives of these companies are either from an accounting firm or lawyers who when it comes to imposing an administrative sanction, it turns out that they are not authorized for this thing and this creates difficulties for the administrative and criminal activities of the agency, “explains Boyko Ranovski, director of the Automobile Administration.
In order for a Bulgarian company to transport goods across Europe, the law requires a real office with information from truck tachographs, an operation center, and periodic technical inspections in Bulgaria. Also to ensure its financial stability. However, some meet the conditions only on paper, carriers said.
“They continue to be a problem, they are also unfair competition – lower prices, which are announced, insurance, payment for fuel. Let the NRA check if there is anything at all about fuels in each such company,” said Emil Nikolov, office manager of the Union of International Carriers.
Failure to comply with all provisions of the law puts at risk the safety of transport, summarized by the transport industry.
