Heat pumps and photovoltaic installations are recognized in the European Union as model solutions for the pursuit of climate neutrality. At the same time, it is a solution for a zero-energy house – without bills, where instead of bills for heat and electricity, you pay a monthly fixed fee for connecting to the network. Currently, however, subsidies to heat pumps under the “Clean Air” program are granted only to people who carry out thermal modernization. Those commencing construction must fully cover the purchase and installation costs of the heat pumps. But that will change soon. The new “Moje Ciepło” program will be used to subsidize heat pumps in new homes.
From January 1, 2021, the new energy standard WT2021 applies to those who build new houses, which makes it easiest to meet it by using heat pumps for heating. However, while in the case of thermal modernization, the use of a heat pump allows to obtain a subsidy from the “Moje Air” program, new investments are not covered by this program. It is known that this will change in 2022.

The “Moje Ciepło” program, which provides for subsidies for the purchase and installation of heat pumps in new buildings with a higher energy standard, will receive financing under the 2nd tranche of funds from the EU Modernization Fund. Support will also be allocated to five other programs submitted by the National Fund for Environmental Protection and Water Management. The total budget of the approved Polish projects is PLN 8.1 billion.
