Indef senior economist Faisal Basri has been outspoken about the ‘strong man’ behind the proposal Tax Amnesty jilid II. He said the Coordinating Minister for the Economy, supported by the Indonesian Chamber of Commerce and Industry, was the party that wanted the tax amnesty program to be rolled out again.
He stated that since the first Tax Amnesty was run in mid 2016-2017, there have been some ‘rich people’ who have been ignorant and did not register. After the program was completed, these people realized that in the future the Director General of Taxes at the Ministry of Finance could pursue their unreported assets.
“The 2016-217 Tax Amnesty has been completed, now this rich man is indifferent to Tax Amnesty, he doesn’t participate. Now he realizes that he can be hunted down by the Director General of Taxes because the fine is 300%, right, they can be poor. They can stay 10% of their wealth they are left behind,” said Faisal Basri in a virtual Indef discussion, Sunday (4/7/2021).
He mentioned these people were the ones driving the existence Tax Amnesty jilid II, he himself denied it. The government should have the courage to apply the law indiscriminately.
On the other hand, Faisal Basri stated that so far the proposal for Tax Amnesty volume II was never proposed from the Ministry of Finance. In fact, the proposal was never included in the tax reform bill actually.
It was Airlangga Hartarto, the Coordinating Minister for the Economy who doubles as the General Chair of the Golkar Party who became the ‘strong man’ to bring the Tax Amnesty proposal into the tax reform bill. He said Airlangga was also supported by businessmen from the Indonesian Chamber of Commerce and Industry (Kadin).
“I still respect in this context, if the Tax Amnesty is not from the Ministry of Finance, it is not from the draft KUP Bill of the Ministry of Finance. But this was asked to be included by Airlangga Hartarto. He who is the General Chair of Golkar in addition to being the Coordinating Minister for the Economy, “said Faisal Basri .
“This plan is also encouraged by the Indonesian Chamber of Commerce and Industry. So there are still stubborn companies and entrepreneurs who feel they are being backed up,” he said.

Because it is possible, if the leadership changes after the 2024 General Election, the Tax Amnesty struggle will be even more difficult.
