The political puzzle for the composition of the new parliament is now finally sorted. Six parties will have people’s representatives and they are: GERB, “There is such a people”, BSP, DPS, “Democratic Bulgaria” and the coalition “Stand up! Get out!”. One more thing is clear – that none of these political forces has a sufficient number of deputies with which to form a government with a majority. Therefore, here comes the big question – how will the next government of Bulgaria be formed? Officially, negotiations between the parties have not yet started. In the media space, however, the first comments and management requests are already a fact.

Here are the possible options for forming a coalition:

I. GERB receives a mandate as the first political force

According to the Constitution, the mandate to form a government is given first to the party that received the most votes. In this case, it is the coalition GERB – SDS.

3 control scenarios:

1. GERB proposes structure, composition of government and management program. The proposal is voted on and accepted by the parliament, and the administration of the new cabinet begins.

We are obliged to offer an option, Boyko Borisov was categorical.

2. Cabinet with a prime minister other than Boyko Borisov?

GERB will propose another prime minister. We have no names discussed yet for ministers or who will be the prime minister. This was stated by the Deputy Prime Minister and Foreign Minister Ekaterina Zaharieva in the BNT program “More from the Day”.

The cabinet that we will propose will be from people in our party, we have enough experts. We will offer an office to GERB. We will try to offer a cabinet in this difficult situation. If the other parties do not support us, the president will hand over a mandate to Mr. Trifonov’s second political party, added Zaharieva.

Ekaterina Zaharieva: GERB will propose another prime minister

Social Minister Denitsa Sacheva, elected as a People’s Representative from GERB in Dobrich, also commented on the topic. In “The Day Begins” with Georgi Ljubenov, she stated that there are certainly people who are prepared to be ministers and are currently ministers.

GERB is ready to propose a government structure and composition, as well as a long-term management program. GERB MP Toma Bykov commented this before the morning block of BNT “The Day Begins”.

“We don’t want to be in the government at any cost. We certainly need at least 121 deputies. We are ready to hold talks with everyone, to comply with some of their proposals”, commented Toma Bykov.

3. GERB does not find support and goes into opposition.

“We will not form a coalition with GERB, BSP, DPS. We will not do it, because we, unlike them, do not lie,” said Toshko Yordanov from “There is such a people” on election night.

There is a scenario of not forming a cabinet and we should not be afraid of it. Let us not be afraid of democracy, of asking people. This is what the leader of “Democratic Bulgaria” Hristo Ivanov wrote on his personal Facebook profile.

We do not enter into talks and negotiations for a government with the parties of the status quo – GERB, DPS and BSP, Maya Manolova from “Stand up! Get out!” is categorical.

II. The mandate goes to “There is such a people”

1. Will Slavi Trifonov become prime minister?

If the composition of a government proposed by GERB is rejected, the mandate goes to the second political force, which is the party of Slavi Trifonov “There is such a people”. For now, the party remains laconic in its comments. The only public activity of Slavi Trifonov is in posts from his official Facebook profile.

We hope that next week the answer to this question will be a fact, said Sacheva.

BSP: We give our support if needed

Slavi Trifonov, if he offers a cabinet and needs our support, we will give it, he said in the studio of “The day begins with Georgi Lyubenov” the BSP leader Cornelia Ninova.

She is adamant that it is not a question of a coalition and does not use that word. It is a matter of support, said the chairman of the BSP.

DPS: We support the new parties in the National Assembly

DPS will stand behind the cabinet of the three new formations that entered the 45th National Assembly. With their support, “There is such a people”, “Democratic Bulgaria” and “Stand up! Get out!” would collect 122 votes, one more than needed to form a cabinet.

“We would support a cabinet of the new parties in the new National Assembly, which would have clear and precise goals, without participating in it,” said the leader of the DPS, Mustafa Karadai.

“Democratic Bulgaria”: We have many conditions to come to power

We are not afraid to remain in opposition, there are many conditions under which we would not enter the executive branch than conditions under which we would enter it. This was stated by the leader of “Democratic Bulgaria” Hristo Ivanov to BNT on election night.

Maybe I don’t like the support from the BSP, but we have no other choice. If we want to kill the lama and corruption, we will take the support of BSP. And no, this does not mean marrying the BSP. No, it does not mean a coalition. Second question I have been asking since the protests: What do we do if the DPS decide to support us? – Are we saying “No, no, we will not take your votes”?” said Khadzhigenov.

Maya Manolova and Tatiana Doncheva immediately distanced themselves from the statement.

Our definite intention, in the event that someone has decided to sacrifice himself for a minister, including Khadzhigenov, that he should not be part of our parliamentary group, said Maya Manolova.

“Get up! Get out!” would support “There is such a people” as the mandate holder of the government. For now, however, it is still unclear whether representatives of the coalition will participate in a future government. This was stated by Tatiana Doncheva on the air of “The Day Begins” on BNT.

“We would support Slavi Trifonov’s party as a government mandate holder. But whether Slavi Trifonov’s party will want to use its mandate is a completely separate issue. We should maintain discretion until the moment Slavi Trifonov’s party announces that it wants to do mandate and invited us possibly to consultations for support,” said Doncheva.

Khadzhigenov stated that Manolova and Doncheva apparently neither saw, nor heard, nor understood what he said to BNT.

III. The third term – the president chooses the party

If it comes to handing over a third mandate – the president can hand it over to whichever party he chooses from the parties represented in the parliament, and not necessarily to the third one. Between the handing over of mandates, the president is not bound by the terms of the Constitution.

If this mandate is also returned without forming a government, the president undertakes to form an official cabinet to prepare the country for new parliamentary elections.

IV. Starting position – official cabinet and new elections

If the political parties fail to produce a government, our country will be ruled by a cabinet.

This issue is already the subject of comments from political forces.

According to GERB and BSP, the country needs a stable government, especially in the conditions of a pandemic, therefore every effort should be made for a possible cabinet within the framework of the 45th National Assembly. Kornelia Ninova told BNT that after early elections Boyko Borisov would return on a white horse.

According to “There is such a people” and “Democratic Bulgaria” – the legislation must be strictly observed and if it comes to early elections, they must be held and a new composition of the parliament must be announced, according to the will of the Bulgarian voters.
The DPS are also ready for early elections, the leader of the party, Mustafa Karadai, is categorical.

Nikolay Khadzhigenov from “Stand up! Look out!” said it was possible to have a two-in-one election in September, a snap election was also possible, but a new government was likely to survive for at least three months.
