WHO Criticizes Vaccine Card Requirements Amid Vaccination Inequality

Senior Advisor to the Director General of the World Health Organization (WHO) Diah Saminarsih say card or Covid-19 vaccine certificate to travel should only be applied in conditions of vaccination above 50 percent.

Diah explained that the requirements for using a Covid-19 vaccine certificate for travel can only be applied if more than 50 percent of the total population has received a vaccine injection.

“I hope the number of vaccinations increases in Indonesia and makes everyone comfortable enough to carry the Covid-19 vaccination card. It’s not like now, so it’s a struggle because the motivation for vaccines is to go to the mall or travel,” said Diah in a webinar with AJI, Wednesday (18/18). 8).

“If here, in Geneva (Switzerland), more than 50 percent have been vaccinated or even more, so you can use the requirements for a vaccine card. In Switzerland, maybe more than 50 percent,” he continued.

According to him, the Covid-19 vaccine certificate for travellers can only be applied if there is vaccine equity in each region. This means that there is no disparity in Covid-19 vaccinations between one region and another.

This is because the mobility of people does not only exist within one provincial boundary. Each country is required to ensure that the achievement of Covid-19 vaccination is not unequal in only one area because vaccine justice is needed to get out of the Covid-19 pandemic.

“Who is the most vulnerable he can [vaksin Covid-19] first. Whoever comes to the health center of his own accord wants a vaccine, he will go first. Administrative or access barriers should be removed properly in order to create vaccine equity, said Diah.

In addition, Diah also highlighted in terms of the stock of Covid-19 vaccines in the regions. He assessed that if you want to apply the Covid-19 vaccination requirements for travel, the provision of vaccines in the regions must be sufficient.

“That is again related to supply, it must be sufficient and evenly distributed to reach regions, the right priority, to whom the vaccine is given and where. Those are two conditions that in my opinion cannot be separated from the provision of vaccine certificates for travel,” said Diah.

Previously, the government required a Covid-19 vaccine certificate for domestic travelers during the Implementation of Level 4 Community Activity Restrictions (PPKM) in Java-Bali. These provisions are stated in the Instruction of the Minister of Home Affairs Number 34/2021 concerning PPKM Levels 4, 3, and 2 in Java-Bali.

A Covid-19 vaccine certificate is also a requirement to enter malls or other shopping centers. People who want to enter the mall must login first in the Peduli Protect application, only people who have received the vaccine are allowed to enter the shopping center.
