LUBIANA After the “turnaround” on Friday evening, the rules on how to enter Slovenia have changed again. The stop to the obligation to have a swab or a quick negative test for cross-border workers and cross-border students, however, does not mean that a sort of “free all” is in force today. Far from it. The rules are there and they are well defined.
The general rule
Let’s first look at the general rule. Anyone wishing to enter Slovenia from a country of the European Union or from a non-EU country must observe a ten-day quarantine unless they present at the border a negative PCR molecular swab performed in an EU member state or in a country of Schengen area or carried out by organizations or entities from third countries recognized by the Institute of Microbiology and Immunology and by the National Laboratory for Health, Environment and Food (Nlzoh). Such approved organizations are featured on a list published on the NLZOH website. The swab must not be earlier than 48 hours after entering the state. The test can also be performed using a rapid antigen test in a member state of the European Union or the Schengen area and must not be earlier than 24 hours after entering Slovenia. The quarantine, carried out in a pre-established domicile, can be interrupted at any time with a negative test (Pcr or rapid antigen test).
The 10 exemptions
So far the general rule from which ten exceptions are then provided. The border can be crossed without quarantine or test or swab by a person “on mission” in the international transport sector and in possession of the specific “Certificate for workers in the international transport sector”. Those who transport people and / or goods can then enter and leave Slovenia within 8 hours of entry; those who pass through the country and leave it within 6 hours of entry; those who exhibit a diplomatic passport. And again the representative of a foreign security body (police or justice) who carries out an official task and leaves Slovenia as soon as possible after the task has been performed and vice versa; a member of the Slovenian Armed Forces, the police or an employee of a government agency returning from posting abroad and an employee of a government agency on a business trip abroad; a person who was transported to Slovenia in an ambulance.
The children
Finally, no entry limit for children who have not yet turned 13 and cross the border together with a close family member who has not been quarantined at home or who has not been refused entry into Slovenia; for members of the protection and rescue services, health care, police, fire brigade or another person carrying out humanitarian transport for the rescue and elimination of the consequences of natural disasters and returns across the border within 48 hours; for double owners or tenants of land in the border area or on both sides of it that crosses it for the purpose of carrying out agricultural-forestry work and returns across the border no later than 8 hours after crossing the border.
Cross-border chapter
Finally, the cross-border chapter with the revised provisions on Friday evening. No quarantine and no buffer for daily migrant workers who have an employment relationship in one of the EU member states or in another Schengen area with a better epidemiological situation than Slovenia (such as Italy), people crossing the border daily or occasionally for educational or scientific research purposes in Slovenia.
