Who Can Buy Pertalite?

The government’s plan regulates the purchase of fuel types Pertalite starting to show clarity. A number of consumer criteria have also been proposed.

Purchase settings Pertalite or this type of special fuel assignment (JBKP) will be set forth in the revision of Presidential Regulation (Perpres) 191 of 2014.

The Director General of Oil and Gas (Migas) of the Ministry of Energy and Mineral Resources, Tutuka Ariadji, said that the revision of the Perpres included suggestions for JBKP or Pertalite consumers. These consumers include small industries, fishing businesses to public services.

“In the proposed amendment to the attachment to Presidential Decree 191 of 2014 there are additional commodities, namely JBKP or RON 90 gasoline where the consumer sector includes small industries, fishing businesses, agricultural businesses, transportation and public services,” he said in a hearing with Commission VII , Jakarta, Tuesday (14/2/2023).

However, there has been no more detailed explanation regarding the proposed Pertalite users or consumers.

In the material delivered by Tutuka, there is an urgency to accelerate the issuance of the revision of Presidential Decree 191. It is stated that it is necessary to regulate certain types of fuel (JBT) and JBKP. This is considering that there is no consumer regulation for JBKP users. Then, the current regulations for consumers using JBT are still too general, giving rise to multiple interpretations.

Referring to the 2023 State Budget, the JBT diesel quota is set at 17 million KL and the kerosene quota at 500 thousand KL. The quota set is below the projected consumption of JBT in 2023.

Furthermore, the JBKP quota for 2023 has been set at 32.56 million KL (10.38% growth).

If Presidential Decree 191 of 2014 is not revised, there is potential for an over quota for JBT diesel and JBKP Pertalite.

Tutuka further stated that on December 26, 2022, a letter from the Minister of State Secretariat was issued to the Minister of Energy and Mineral Resources requesting a comprehensive study regarding the revision of Perpres 191 to be reported to the President.

“On January 10, 2023, the Minister of Energy and Mineral Resources submitted an application for an initiative permit including a study to the President of the Republic of Indonesia,” said Tutuka.

On January 31, 2023, a clarification meeting was held by the Ministry of State Secretariat regarding the initiative permit application. “The Ministry of State Secretariat will still ask for leadership directions on the continuation of granting initiative permits to the Ministry of Energy and Mineral Resources,” he said.

To this day, there has been no approval of initiative permits from the Ministry of Energy and Mineral Resources. “As of February 14, 2023 today, there has been no approval for an initiative permit from the Ministry of Energy and Mineral Resources,” he said.
