Who are the advisers of the SPIP de Chartres, “specialists in the execution of sentences in France”?

“On a scale of 0 to 10, where is your morale? This Wednesday morning, each of the four interviews conducted by Isabelle Jouve ended with the same question.

A penitentiary integration and probation advisor (CPIP) for thirty-one years, including seventeen years in an open environment in Chartres, Isabelle Jouve devotes her mornings to people placed under the care of justice that she follows.

The anti-rapprochement bracelet, a new device deployed against domestic violence

Currently she has 85 files. “It can go up to a hundred,” she says. “There, it’s complicated to be reactive in maintenance. There are personalities that we do not forget, but there are others that I only see once, before they go for treatment. “

A very wide field of expertise

This is the case of one of the four men she receives this morning. Sentenced for a repeat alcoholic driving offense, he finished a cure and continued his treatment in a day hospital. Isabelle Jouve also checks that he respects his work obligations. “For work, I’m waiting for my MDA file (Departmental House of Autonomy, Editor’s note) », Assures the man.

Obligations of care, work, removal measures, judicial control, the field of competence of the CPIP is wide in an open environment. Isabelle Jouve notes:

“When an accused is convicted, but does not go to jail, people say to themselves ‘He has not served his sentence’. It is not knowing well our work which consists of re-educating in society. An accused who takes two months firm, he leaves after two months with nothing. If he takes two years of probation, he is followed by the penitentiary service of integration and probation. We know what becomes of him. “

“I have the reputation of being able to make a dead man speak”

The CPIP explains: “We are the only specialists in the execution of the sentence in France. But we are confused with social workers or psychologists. “A job at the crossroads of many professions, where” we must, for example, know how a detoxification treatment works.

Domestic violence, road safety, drug trafficking … the three priorities of the Chartres prosecutor

The proximity with the magistrates is great and the latter seek the advice of the CPIPs. This is the case for T. Convicted of domestic violence, he asks to return to his house. His former partner having left home, “I am in favor” assures Isabelle Jouve, who is worried about T.: “Her doctor has brought the appointments closer together. It is a sign that he is not well. “

Take people “in what they are”

In an open environment, Isabelle Jouve “takes people for what they are”: “In prison, they are taken care of. In an open environment, we sometimes see precariousness. The opposition too, because they remain masters of their daily lives. “If they do not want to come to a meeting, they are free, but they will assume the consequences,” recalls the Spip advisor. That day, “it’s a 100%”, everyone came, including H. for whom it was the last interview, before the end of his judicial mandate. Isabelle Jouve appreciates long follow-ups, in order to forge a bond of trust.

“Sometimes all I have to do is click with people. Other times, I jostle them. I have the reputation of being able to make a dead man speak! ”

Advisors dedicated to TIG

At the beginning of February, the penitentiary service for integration and probation in Chartres created within it a center dedicated to community service (Tig). Two penitentiary integration and probation advisers (CPIP) are now dedicated to this measure. The Tig is a penalty which allows a convicted person to voluntarily perform several hours of voluntary work within an association, a community or a company responsible for public service. A Tig can go from 20 to 400 hours. The average in Eure-et-Loir is 70 to 120 hours. Yuna Sourdain is one of the two CPIPs dedicated to TIG, in Chartres: “TIGs require a network of partners to welcome sentenced persons. Once the right partner has been found, we organize an interview with him and the person who will carry out the Tig, in order to define the framework and the rules in which the work will take place. It is the judge responsible for the execution of the sentences of the judicial court who validates or not the work of general interest. Yuna Sourdain adds: “The aim of TIG is to promote the professional integration of the convicted person. It can be simple, so follow-up stops when all Tig hours are completed, or with a probationary measure, allowing follow-up for one to three years. “
