White House Opposes Provisions of 2024 Defense Budget, Including Transfer of Telemetry Data to Russia

Moscow. July 11th. INTERFAX.RU – The White House did not support a number of provisions of the draft defense budget for 2024, including limiting funding for activities related to the transfer of telemetry data on missile launches to the Russian Federation in accordance with the START.

“The Administration strongly opposes Section 1234, which would prohibit the Department from using certain means to alert the Russian Federation in accordance with the requirements of START III,” the White House Office of Management and Budget said in a statement in connection with the preparation of the 2024 defense budget.

“The United States continues to send two types of notifications – on ballistic missile launches and on major strategic exercises, which are required under two earlier and still valid agreements from 1988 and 1989,” the message emphasizes.

In addition, the US administration did not support a number of provisions of the bill, such as the development of a new sea-launched nuclear cruise missile (SLCM-N) and missile defense.

The White House also opposed the creation of another inspector general to oversee aid to Ukraine and a “significant expansion of the powers” of the inspector general for the reconstruction of Afghanistan.

“The administration looks forward to working with Congress to address their concerns,” the department said.

Earlier, the US State Department announced that from June 1, in connection with the suspension of Russia’s participation in the START Treaty, the transfer of telemetry data on launches of American intercontinental ballistic missiles (ICBMs) and ballistic missiles from submarines (SLBMs) ​​to Russia is stopped. Washington may also stop notifying Moscow about the status and location of objects subject to START, but will continue to report on missile launches and strategic exercises.

START (or START-3) is an agreement between the Russian Federation and the United States on the mutual reduction of the arsenals of deployed strategic nuclear weapons.

On February 21, Russian President Vladimir Putin announced that Russia was suspending its participation in the START, but not withdrawing from it. On the same day, the relevant document was submitted by the head of state to the State Duma. The next day, the State Duma unanimously passed a law suspending Russia’s participation in the treaty.
