Kirby, strategic communications coordinator for the National Security Council (NSC), said: “The president is talking about China’s domestic challenges, some of which are economic, some of which are social and cultural. It’s a personal aspect,” he told reporters.

The United States “has been very consistent in pushing back on China” when and where it believes it is in the best interests of its own nations, allies, and partners. “When it comes to actions, threats and intimidation that we take against China, we never avoid saying what we see.”
