President Biden and the Democratic Party have been pushing for a lump sum process by inserting a bill raising the federal minimum wage to $15 in stimulus measures to overcome the recession caused by the novel coronavirus infection (Corona 19).
Earlier, the Democratic Party passed a resolution that would allow the Senate to exercise the right to adjust the budget. Budget adjustment is a process that allows the bills related to the state budget to be processed in a timely manner, so that a simple majority of votes can pass rather than the 60 votes normally required for the Senate’s bill processing.
However, Senate Secretary Elizabeth McDonough decided that the previous day’s minimum wage increase could not be included in the budget adjustment. He determined that the incorporation of the minimum wage increase into the stimulus bill did not comply with the budget rules.
The budget rule states that items that do not directly affect the budget should not be included in the adjustment target. The Republican Party has argued that the plan to raise the minimum wage included in the stimulus package violated this.
“The House of Representatives is poised to pass President Biden’s stimulus package, but the Senate’s decision to raise the minimum wage in the final legislation was hit hard,” Bloomberg News said.
Accordingly, there is a method for the House of Representatives to send the bill excluding this to the Senate, or to approve the increase by obtaining 60 votes from the Senate without a budget adjustment procedure.
But House Speaker Nancy Pelosi said the day before that the House would pass a stimulus bill while maintaining the minimum wage increase.
