At the end of 1427, the Ming Dynasty sent 150,000 troops to rescue Vuong Thong who was trapped in Thang Long citadel. That was the highest and last effort of the Ming dynasty. Faced with that situation, Le Loi and the Lam Son Insurgent Command decided on a strategy of continuing to surround and lure Vuong Thong into surrender, while quickly dispatching troops to the border to completely crush the invaders’ ambitions. Once again, he successfully completed the task, not allowing Vuong Thong to take advantage of the opportunity to counterattack.
After the reinforcements of Lieu Thang and Moc Thanh were defeated by the Lam Son army, Vuong Thong had no other choice but to surrender and withdraw all his troops back to the country. But instead of entering Dongguan to accept Vuong Thong’s unconditional surrender, to ease the humiliation of the invaders and also to open up a good opportunity to establish friendly relations later on. , Le Loi and Nguyen Trai organized the Dong Quan Oath Conference. That is, the ceremony to receive the surrender in a special form. Vuong Thong was forced to go to Le Loi’s headquarters to swear that he would withdraw his troops from our country.
Attending the Dong Quan Oath Conference, on Lam Son’s side, in addition to Le Loi, there were also generals: Tran Nguyen Han, Luu Nhan Chu, Pham Van, Le Ngan, Pham Van Xao, Bui Be, Trinh Kha, Nguyen Chich, Nguyen Ly , Pham Boi, Le Van An, Be Khac Thieu and Ma Luan. On the Ming side, in addition to Vuong Thong, there were also generals under his command: Ma Anh, Son Tho, Ma Ky, Tran Tri, Ly An, Phuong Chinh, Tran Tuan, Tran Huu, Chu Ky Han, Quach Vinh Thanh, Duc Khiem, Luc Quang Binh, Hong Binh Luong, Luc Trinh, Duong Thoi Tap and Quach Doan.

At that time, famous general Bui Bi was one of the people given the national name Le. Therefore, history often records his full name as Le Bi.
Unfortunately, today, too few documents about him remain. Even the year of his death is still unknown to historians. However, according to some other documents, in 1453, the Le court organized posthumous titles for a number of founding heroes. He and Dinh Le and Ly Trien both enjoyed this privilege.
